STATEMENT OF OBJECTIVES (S00)
Background
C.1.1. The Office of Technology Innovation and Acquisition (OTIA) within CBP has been charged with implementing a comprehensive multi-year plan to secure America's borders and reduce illegal migration. The OTIA Program Management Office (PMO) is charged with acquiring, fielding, testing and sustaining an integrated system. Our customers are the operational agents and officers of CBP: the Office of Border Patrol (OBP), Office of Field Operations (OFO), and the Office of Air and Marine (OAM). OBP, OFO, and OAM requested assistance from OTIA in defining the requirements and funding a project to respond to the high priority threat presented by small, low flying aircraft transiting across United States borders.
Scope
C.2.1. This acquisition is designated as the Ultra Light Aircraft Detection (ULAD) project. The purpose is to acquire a capability for the persistent detection and tracking of aircraft that fly across United States borders. The aircraft of interest are slow moving, fly at low altitudes, and have a small radar cross section.
C.2.2. The purpose of this SOO is to define the performance requirements for a system that uses existing sensor technology to detect and track ultra light aircraft.
C.2.3. The scope of this SOO includes all necessary work for the fabrication and procurement of the ULAD system, training, maintenance, system delivery to the end-users, and Government inspection and acceptance of system products and services. The operational area includes the entire land and littoral borders of the United States.
C.2.4. Vendors shall use this SOO to develop and deliver a Performance Work Statement (PWS) describing their technical solution which is to be delivered as a part of their proposal. The desired ULAD system should include sensor capability, remote power capability, and communications capability (see Attachment J 7, ULAD Operational Node Connectivity).
C.3. ULAD Performance Objectives to . be reflected in the Vendor's PWS
C.3.1. Any proposal not meeting the requirements of 3.1.1 — 3.1.4 will not be considered for futher evaluation:
C.3.1.1. The ULAD system shall be FCC Title 47 CFR 15, Class A compliant.
C.3.1.2. The ULAD system shall be FIPS 140-2 compliant.
C.3.1.3. The ULAD system shall be IEC 61000 compliant.
C.3.1.4. The ULAD system shall be safe to operate and maintain and emit less than 100W/m 2 RF energy at 1m.
C.3.1.5. The ULAD system shall include a communications capability to the AMOC to relay continuous sensor data in AMOSS compatible data format which is described in Attachment J2. The vendor shall provide their communcations interface requirements and specifications to the government for potential use with existing, yet undefined CBP infrastructure.
C.3.2. System Performance. See the following attachments in Section J (List of documents, exhibits, and other attachments) of the ULAD Request for Proposal which collectively describe the ULAD System Performance Objectives:
ULAD Required Capabilities Matrix ULAD Desired Capabilities Matrix ULAD Environmental Requirements
C.3.3. Additional system requirements. In addition to the performance requirements identified in paragraph 3.1 and 3.2, vendor's shall address the following in the PWS:
C.3.3.1. The ULAD system should be transportable and rugged enough to be deployed to support a wide range of operations in all types of terrain and weather conditions common to both the southern and northern borders of the United States.
C.3.3.2. The ULAD system should be deployable (set up and operating) by two operators once on-site in 3 hours or less.
C.3.3.3. The ULAD system should be able to operate continuously off its own power for 96 hours without operator intervention.
C.3.3.4. The vendor should be capable of providing power interface requirements and specifications to the government for potential use with existing, yet undefined CBP infrastructure.
C.4. Inspection & Acceptance of ULAD Products. (See Attachment J 11, CDRL A001)
C.4.1. The vendor will be required to demonstrate to the government that the vendor's proposed solution meets the performance requirements of the contract. This demonstration will be performed on the first system delivered to the government, will be considered an acceptance inspection (FAR 12.204.b), and shall be conducted in a representative operational enviornment for the southwest border.
C.4.2. The vendor shall include in the PWS an outline of the procedure and the proposed schedule to demonstrate to the government that his proposed system meets the performance requirements claimed, including a description of testing, demonstations, and proposed durations and locations. If selected, the vendor is required to submit a detailed version based on the outline.
C.S. Integrated Logistics Support Requirements.
C.5.1. The government requires the vendor to provide maintenance, sustainment, and non-warranty repair of the ULAD systems. The vendor shall propose and price how they would maintain the ULAD systems at an operational availability (Ao) of 75% and how they would maintain the ULAD systems at an Ao of 95% given the following conditions:
C.5.1.1. ULAD systems incurring failures in the field (not resolved by the operator) will be transported by the CBP operator to the designated location within the cognizant Border Patrol Sector HQ in Tucson AZ, El Paso TX, and Yuma AZ. The vendor should develop their support plan and pricing based on maintaining the initial 16 ULADs for a period of one year at the Tucson location. The vendors should also propose an option for maintaining ULAD Systems in Blaine WA, El Paso TX, and Yuma AZ.
C.5.1.2. Once a failure is incurred and the system cannot be restored by the operator, the operator will notify the vendor that the unit is inbound to the CBP facility for repair. The operator will, to the best of their ability, identify the characteristics of the system failure to the contractor at the time of failure notification. This will assist in restoring, thus reducing the turnaround time in returning the system to service in the field.
C.5.1.3. Custody of the failed unit will be physically tranferred to the contractor for repair. The contractor will return the serviceable unit back to the CBP facility where it was received for redeployment. The government will not provide facilities for any maintenance or repairs.
C.6. Integrated Contractor Support Plan (ICSP). (See Attachment J 11, CDRL A002)
C.6.1. The government requires an Integrated Contractor Support Plan detailing the vendor's plan to conduct Contractor Maintenance and Logistics Support Services (CMLS) to sustain the ULAD system and to meet the prescribed operational availability (A o) of the ULAD system. Explanation of suggested services may be referenced in Attachment J 15, Sample Template for ICSP. The vendor shall deliver this plan with proposal. The ICSP shall demonstrate:
C.6.1.1. An approach to conduct field level maintenance and the repair of unserviceable assets at the depot level and second party vendor level.
C.6.1.2. The sparing approach to meet maintenance needs and to ensure serviceable assets are available in a timely manner to meet operational needs.
C.6.1.3. The development and delivery of operator train-the-trainer (T3) training.
C.6.1.4. The development and use of technical data used to operate and maintain the ULAD system including operation and maintenance manuals and engineering drawings as applicable to the system.
C.6.1.5. The vendor's approach to implement a configuration control program to manage the ULAD system operational baseline for both hardware and software.
C.6.1.6. The approach to manage system, subsystem, and component obsolescence with consideration given to pre-planned product improvement (P3I) during the CMLS period(s) of performance.
C.6.1.7. Identify a strategy to maintain the form, fit, and fuctionality of the original system.
C.6.1.8. Description of the vendor's plan to establish facility needs for parts storage and to perform maintenance on the ULAD system.
C.6.1.9. The plan to manage and track ULAD system assets/personal property in accordance with an approved bar code asset identification and marking standard including disposal of expendable and un-required items.
C.6.1.10. The identification of required support and test equipment to operate and maintain the ULAD system.
C.6.1.11. The approach to sustain any software and firmware inherent to the ULAD system as well as the management of software licenses required to sustain the system.
C.7. Contractor Maintenance and Logistics Support (CMLS) Services
C.7.1. The government requires support for joint government/ vendor technical interchange and logistics management team meeting and conferences relating to the sustainment of the ULAD system(s). These meetings will occur on a monthly basis and will be used to discuss program status and issues regarding the CMLS services effort. Travel may be required to various ULAD operational locations to facilitate this requirement.
C.7.2. In addition to conducting CMLS services in…
