2.0 Definitions
Improvements Work that enhances the mission and functional capabilities of an asset through an addition, expansion, or adaptation. For example, replacement of fence sections with more permanent fence structures, improving the condition of a roadway by adding improved base or surfacing material, and replacing a drainage culvert with a larger diameter culvert. Improvements might be included in this work effort at the discretion of the Government, will be confined to the existing TI footprint, and will not exceed a dollar level threshold of $750,000 per activity
Maintenance Work activities that preserve or sustain the ability of an asset to continue to carry out its intended function or preserve its established level of performance
Manmade damage
Damage made by vandalism and includes, but may not be limited to, the following attack/defeat vectors: cutting, burrowing below, climbing, prying/twisting, disassembly, ramming, bridging, pulling down, graffiti, cryogenic and fire/heating/buming.
Natural damage
The forces of nature that will act upon the fencing and include corrosion, erosion, water pooling, sand drifting, debris build-up, wind loading, temperature change (i.e., thermal expansion and contraction cycles that may create cracks) and ground shift.
Repairs Work to restore an existing asset to pre-damage condition and level of performance so that it may be effectively utilized for its designated purpose.
Any upgrades (i.e., improvements) will be thoroughly vetted for environmental compliance.
Routine All non-urgent work requirements that can be planned or scheduled at a designated frequency.
Urgent All work requirements resulting from willful or other destruction, a natural event such as severe weather or premature failure of the TI asset, and an immediate M&R response is necessary to support the mission requirements. It is anticipated that almost all urgent work requirements will be for breaches for fences, gates, and grates. During urgent servicing, the Contractor shall provide service to restore TI condition to its pre-damage state.
