RESPONSE TO VENDOR'S QUESTIONS
Questions submitted in response to ULAD Solicitation # HSBP1010R0074 Answers to Questions received by closing date April 1, 2011.
Number Paragraph Number
Question/Comment Answer
1 Section C.8.2 Will the CBP personnel who are taught in the T3 training be performing the preventive maintenance on the ULAD system?
Preventative Maintenance will be conducted by the vendor with T3 operators observing to gain extended familiarity of the system. T3 operators will conduct oil checks, etc
2 Section 1.16 Revised section C.5.1.1
Ao is defined as Uptime/Total time where total time is defined as Uptime + Downtime. Will the system's downtime clock start when the ULAD system is at sector HQ and available for conveyance to contractor for access to correct or will the downtime clock start in sector?
Downtime will start when the malfunctioning system or subsystems are delivered to designated sector HQ.
3 Section J.16 Revised section C.5.1.1
Will preventive maintenance count towards the downtime calculation?
Yes, preventive maintenance is scheduled downtime.
4 CLIN 0008. With regard to CLIN 0008 what does the government intend for the contractor to provide pricing for? (e.g. satellite access)
The vendor may propose any secure means of transmitting data to the AMOC and control commands to the sensor subsystem.
B.2
In the schedule of supplies/services, CLIN 0009 states a Quantity of TBD. However, CL1Ns 0010, 0011, and 0012 state a quantity of 1 EA.
Will the quantity of all Maintenance and Support CLINS coincide with quantity of units purchased for that particular Sector?
CLIN's 0009 — 0012 will be TBD and not populated until issuance of an order.
B.2
In the schedule of supplies/services, suggest revising CLIN X008 and associated option year CLINS as cost reimbursable, vice FFP, to offer Government pay on-demand service. If not, will the quantity of CLIN X008 coincide with the quantity of Systems purchased? All tables in Attachment J-16 and Section B state a quantity of 1 each.
CLIN 0008 will remain as is.
CLIN's 0010, 0011 and 0012 and associated option CLIN's Quantity of 1 to be changed to TBD.
Quantity depends on vendor's solution.
All CLINS for Maintenance & Logistic Support
Para C.5.1.1 states: The vendor should develop their support plan and pricing based on maintaining the initial 9 ULADs for a period of one year at the Tucson location.
Question: Are all CLINS by this name to be priced or just CLIN 0009?
CLIN's 0009 — 0012 will be priced in accordance with C.5.1.1 as amended by Amendment 0001 and Pricing Tables and not populated in Schedule B until issuance of an order.
All CLINS for Maintenance & Logistic Support
Para C.5.1.1 states: The vendor should develop their support plan and pricing based on maintaining the initial 9 ULADs for a period of one year at the Tucson location.
Question: If all CLINS by this name are to be priced is the assumption that all locations will have 9 ULAD Systems?
CLIN's 0009 – 0012 will be priced in accordance with C.5.1.1 as amended by Amendment 0001 and Pricing Tables and not populated in Schedule B until issuance of an order.
All CLINS for Maintenance & Logistic Support
Para C.5.1.1 states: The vendor should develop their support plan and pricing based on maintaining the initial 9 ULADs for a period of one year at the Tucson location.
Question: Would the government consider changing all CLINS of this name to CPFF and negotiated each year based on system quantity, partial systems per location, failure data, etc.?
CLIN's 0009 – 0012 will be priced in accordance with C.5.1.1 as amended by Amendment 0001 and Pricing Tables and not populated in Schedule B until issuance of an order.
No
L.7.2.3
Does the required Proposal Compliance Matrix count towards the page count of 50 pages for the Technical Proposal?
Yes
Attachment J-
2, DRFP Q/A
#26
Please define AMOC / ULAD communication requirements. In previous DRFP Q/A#26 SATCOM was stated as the method for data communication, yet the information stated in Attachment J2, states " The preferred input is TCP/IP via a VPN connection or via a dedicated circuit (point to point). RS-232 can be used for modem —modem connections and a slower (56k) leased line." Please clarify.
The vendor may propose any secure means of transmitting data to the AMOC and control commands to the sensor subsystem.
Attachment J-
Please define the SATCOM capabilities at AMOC as Does Not Exist, Mobile Satellite Services (MSS) or Fixed Satellite Services (FSS) as well as current throughput limitations.
No current capability exists that would be available for ULAD communications.
Amendment
The answer to question 38 states that the vendor will not provide pricing in Section B CLIN structure relative to CLINs 0001-0004. Should all other CLINs in Section B be populated? If so, how are CLINs XX09 – XX12 to be populated?
All CLIN's in Section B will not be populated until issuance of a delivery order. CLIN pricing will be based on vendor's Pricing Tables at contract award.
Attachment J-
Is the vendor to propose CLIN XX13 at both Ao 75% and Ao 95%? If so, how does the government intend for CLIN XX13 to be populated in Section B?
Yes See answer to question 13 for how to populate.
15 Amendment 1, C.8.1 amended, #10, Page 12
Is this updated training, training materials only? Does DHS anticipate requiring T3 training in the form of refresher training to new or existing operator personnel?
If there is an update to the system that significantly changes how the system is operated or maintained, then a trainer plus training materials will be required.
If there is no significant change, the Master Trainers from the initial T3 training will carry out the training for new operators.
16 Amendment
1, C.8.1 amended, #10, Page 12
This amended paragraph for T3 training references "and any updated training required that impacts system functionality and preventative maintenance through the final ordering period." Is the final ordering period defined as the end of Option Year 8, or only through the end of Option Year 3?
Please define final ordering period.
Through Option 3
17 Amendment 1, C.8.1 amended, #10, Page 12
Under what CLIN does the Government intend offerors to price the training updates as there is no training CLIN beyond the Base Period?
CLIN 3005 will be established in Option Period 3 for training updates.
18 Revised Attachment J16
The answers to questions on the final Solicitation re-affirmed that CDRLs are to be Not Separately Priced (NSP). However, in Attachment J-16, Page 3, it requests the Vendor to submit a table showing the price of each CDRL. Please clarify the J-16 requirement and delete A004 from the language per Amendment 1.
The solicitation is amended to reflect that A003 and A004 will be deleted.
Attachment J 16 (Page 3, CLIN 0007) amended to reflect requirement for Vendor to provide table showing price of each CDRL deleted.
19 Revised Attachment J16 Table 9, Page 16-19
Attachment J16 Page 1 specifies that offerors are to price a total of 144 systems.
However, Table 9 for expanded MLS implies that the Government desires pricing for MLS beyond the limit of 144 systems.
Please clarify the quantities in Table 9 for each site in each Option Period.
Vendor will price according to pricing tables. The Government intent is to maintain MLS for five years on systems after purchase, See instructions on J 16 -page 3 for CLIN's 0009 - 0012.
20 Section B Amendment 1; page 12, Item 10 - With regard to the amended language added to SOO paragraph C.8.1 now stating " and any update training required that impacts system functionality and preventive maintenance through the final ordering period", how does the Government wish the Offeror to price any update to training that may be required? Specifically, will the Government consider adding CLINs 1005, 2005 and 3005 to Section B to reflect the scope change or should the Offeror estimate any additional training in CLIN 0005? Please provide guidance.
See answer to Question 17.
21 Section F Amendment 1; page 12, Item 11 - With regard to the amended language to Page 42 of 101 of the Solicitation adding "Delivery of subsequent systems and sub-systems to commence within 90 days of Delivery order award and deliver at a steady rate until order is filled to paragraph F.2.1, please clarify the amended language with respect to the initial delivery of systems and subsystems with respect to the stated delivery of equipment within 150 (desired) to 180 (required) days after the date of the delivery order. How can
Provided 1-3 systems are delivered within 180 days from the date of order, subsequent systems will be delivered within 270 days from date of order (180 + 90). Section F.2.1 amended to reflect change.
subsequent deliveries be made 90 days after delivery order award if initial deliveries are made between 150 (Desired) and 180 (Required) days after delivery order award? Is the Offeror to interpret that the 90 day requirement will be for Delivery orders released after the initial procurement of equipment having a 150 day to 180 day delivery?
22 Section J Attachment 16, Pg 3: Section J has been revised via amendment 001 to include a pricing table for CDRLs yet the answer to question #22 states "All CDRLs are NSP".
Please clarify how prices for CDRLs and CLIN 007 are to be portrayed, if at all?
If all CDRL's are "NSP" and not to be shown in CLINs XXX7 in which CLINs are Offerors to include the costs for CDRLs A001 — A003?
Vendor should price CDRL's within the unit price of each system.
Also see answer to question 18.
23 Section J Attachment 16, Pg 3: In the example shown in Table 6 the values entered for Base and Option Years 1-8 are taken from Detail Tables 1-5, which include the travel in the total. However, the Table 6 sub-total for those items is titled "TOTAL Price (less Travel)". The next line shows Travel separately and adds to "TOTAL Price (includes travel), which seems to be duplicating the amount of travel since it is already included above. Please clarify how Table 6 should be filled out.
Travel will not be duplicated. Table six will be amended to reflect.
24 Section L Amendment 1, page 10, Item 59 — With regard to the amends mage to Pg 86 of 101 Par L.6.10.1, which state made the following adjustment; Per amendment 001, volume 1 is now comprised of 7 sections.
Per paragraph L.6.10.1 only section 3 (Technical Proposal) is limited to 50 pages.
The PWS is required to reside in Section 4, which is not page limited per section L.
However, the answer to question #30 appears to link the PWS to the 50 page limit prescribed for section 3. Please confirm that the PWS required in Section 4 is not bound by the page limit prescribed for the technical proposal in Section 3.
Section 3 (Technical Proposal) and Section 4 (PWS) are within the 50 page limit.
25 C.3.3.5 In order to remove the ambiguity in the current RFP and to ensure the Government of the broadest competitive field of responsive proposals we request the Government further amend Section C.3.3.5 to read:
"The ULAD System shall either be IEC 61000 Part 4 compliant OR comply with the requirements of Title 47 CFR 15 and MIL-STD- 461 as detailed in Attachment 9, Ultra Light Aircraft Detection — Environment Document."
IEC 61000 compliance is desired, it is up to the offeror to describe how its system complies with such an alternative EMI standard.
The solicitation is amended as follows:
B.2 and J 16 Table 4 Amended (CLIN 3005 established in Option Period 3 for Training Updates).
B.2 — CLIN 0010, 0011, 0012 and Associated Option CLIN's Amended (Change Quantity of 1 to
TBD).
C.3.3.5 Amended (The ULAD system shall be IEC 61000 compliant is changed to IEC 61000 is desired).
C.8 & J.11 Amended (CDRL A003 T3 Course Documentation deleted).
Attachment J 16 Amended (Page 3, CLIN 0007 amended to reflect requirement for Vendor to provide table showing price of each CDRL deleted).
Attachment J 16 Amended (Table 6 revised to eliminate duplication of travel costs).
7. M.7.4 Amended (1.12 Threshold — replace 90 with 270, Objective — replace 45 with 135).
