Attachment J12 ULAD Required Capabilities Matrix (Revised)
(See bottom of matrix for instructions on completing)
1.1 Performance Work
Statement (PWS) – primary description of the proposed technical offering
Adequacy of response: PWS will be evaluated and rated as defined in C2 to determine whether the Offer’s methods, products, and approach have simply addressed and basically considered, defined, and satisfied the requirements specified in the SOO, Section C of the RFP
Adequacy of response: PWS will be evaluated and rated as defined in C2 to determine whether the Offer’s methods, products, and approach have more than addressed and have completely considered, defined, and satisfied the requirements specified in the SOO, Section C of the RFP and offers significant additional benefits to the government.
1.2a Size of Air Targets of Interest (ATOI) that the system detects and tracks – if the solution proposed is radar
Equal to or less than 1m2 Radar Cross Section (RCS)
Equal to or less than 0.5m2 Radar Cross Section
(RCS)
1.2b Detection range of Air Targets of Interest
(ATOI) that the system detects and tracks – if the solution proposed other than radar
20 km (assume 10kts maximum winds, day/night, visual meteorological conditions (VMC), up to/including light precipitation, smooth earth)
25 km or more (assume 10kts maximum winds, day/night, visual meteorological conditions (VMC), up to/including light precipitation, smooth earth)
Sub-factor Description Offeror's Capability Offeror's cross referenceThreshold Objective
Sub-factor Description Offeror's Capability Offeror's cross referenceThreshold Objective
1.3 Volume of airspace
over which the sensor can detect and track
ATOI with a probability of detection (Pd) of at least 70%
1-20 km at 33’ AGL, 10-20 km at 5kft AGL inclusive
1 to > 25 km from 33’ to 10kft AGL inclusive or Pd ≥ 90% 1-20 km from 33’ to 10kft AGL inclusive
1.4 The ULAD system shall
provide the capability for users at the AMOC to remotely control the sensor subsystem and, when remotely deployed, the communications subsystem
“on”, “off”, and “test”; for emitting sensors the minimum controls also include "operate" and "standby”
All sensor and communications subsystem controls available at subsystem
1.5 The system should
provide the capability to detect and track a minimum of 25 ATOI with equal probability of detection (Pd) during daylight and darkness
Daytime Pd ±10% of nighttime Pd
Pd during day and night is equal
1.6 The system should
report geographic (geo-registered) position of ATOI to the AMOC
± 200 meters horizontal; ± 500 meters vertical; Both at a distance of 20 kilometers
Less than ± 100 meters horizontal; Less than ± 100 meters vertical; Both at a distance of 20 kilometers
Sub-factor Description Offeror's Capability Offeror's cross referenceThreshold Objective
1.7 The degree to which the
offeror’s proposal demonstrates the capability to perform CMLS services to sustain the ULAD
System at the 75% and the 95% Ao levels in a technically sound and cost effective manner.
The vendor’s CMLS plan meets the basic government stated requirements. Suggested template for ICSP is found in Section J -
Attachment 15; Suggested reference standard for CMLS services is found in Section J -
Attachment 14.
The vendor’s CMLS plan exceeds the basic government stated requirements and provides many additional services deemed beneficial and cost effective for the government. Suggested template for ICSP is found in Section J - Attachment 15; Suggested reference standard for
CMLS services is found in Section J - Attachment 14.
1.8a The system should detect and track ATOI operating at minimum speed over ground of 10 knots or less, excluding geometries where radial velocities are less than 5 knots. (see note)
≤ 10 knots; Not including where radial velocities are less than 5 knots
≤ 2 knots; Not including where radial velocities are less than 5 knots
1.8b The system should detect and track ATOI operating at maximum speed over ground of 80 knots or more.
≥ 80 knots ground speed (maximum)
≥ 120 knots ground speed (maximum)
Sub-factor Description Offeror's Capability Offeror's cross referenceThreshold Objective
1.9 The system should
report geographic (geo-registered) positions of
ATOI to the AMOC with minimal latencies
< 3 sec < 1 sec
1.10 Number of ATOI that
each ULAD system can track simultaneously
25 ≥ 50
1.11 The ULAD system shall
provide AMOC with indications of subsystem health and status and alerts when faults and failures are detected or required maintenance is imminent
Current health and status state and mode of sensor e.g. “on”, “off”, “test” plus, for emitting sensors "operate" and "standby”
All sensor, communications, and power subsystem states, modes, and alerts available
Sub-factor Description Offeror's Capability Offeror's cross referenceThreshold Objective
1.12 System Delivery and
Subsequent System
Delivery
Vendor can meet the desired delivery schedule: 1-3 ULAD Systems in 180 days after task order award; subsequent systems and subsystems within 90 days of task order award
Vendor can meet the desired delivery schedule: 1- 3 ULAD Systems in 90 days after task order award; subsequent systems and subsystems within 45 days of task order award
Note regarding subfactor 1.8: The minimum speed for detection of ATOI shall not be used to degrade the system's ability to detect and track Ultra Light Aircraft flying at higher speeds over ground.
Instructions: In the column titled "Offeror's Capability" the offeror shall indicate the capability of the system they propose to deliver to the government. In the column titled "Offeror's Cross Reference" the offeror shall indicate the section of their proposal that address how he will meet the capability. Only the "Offeror's Cross Reference" column needs to be filled out for subfactors 1.1 and 1.7.
