About this file

This is a Justification and Approval (J&A) document for a sole source bridge contract for Personnel Security Support Services (PS3) with the Defense Counterintelligence and Security Agency (DCSA).

The Defense Counterintelligence and Security Agency, Procurement Solutions Directorate, seeks to award a sole source bridge contract to iWorks Corp. (CAGE Code 4Q7A1) on a firm-fixed-price basis for a four-month base period with a six-month option to extend, funded through FY26 O&M and Working Capital funds. The contractor will provide personnel security support services related to vetting and adjudication missions to ensure protection of national security, DoD readiness, and military operations. Services include developing processes and procedures, assessing and validating information, drafting research reports, and collecting metrics in support of the Defense Vetting and Continuous Vetting (CV) mission under Security Executive Agent Directive 6 (SEAD 6). The requirement involves highly specialized analytical and evaluative work including sophisticated data analysis, advanced mathematical and statistical modeling, counterintelligence and human intelligence targeting, complex case assessments for High-Risk High-Threat (HREH) individuals, Suspicious Contact Reports, and direct support for the adjudication process. The current contract HS002121C0002 with iWorks expires July 4, 2026, requiring the bridge contract to begin no later than July 5, 2026, to prevent service gaps. The recompete effort is ongoing with an anticipated award during calendar year 2026. Market research identified multiple small business contractors as potentially capable; however, the incumbent iWorks is the only responsive source capable of providing immediate turnaround support with no ramp-up time due to the specialized and critical nature of the mission, extensive knowledge requirements, and security clearance mandates. The estimated duplicative cost to the Government for overlap with a new contractor ranges from redacted amounts, based on a required 30-to-60-day transition and phase-in period and the monthly burn rate for the fully operational workforce. The authority cited is 10 USC 2304(c)(1) as implemented by FAR 6.103-1(c)(2)(ii) for sole source awards when services are available only from the original source for follow-on contracts involving highly specialized services.
