About this file
This document is a Request for Information (RFI) for Training Role-Player Support at the National Center for Credibility Assessment (NCCA), which is part of the Defense Counterintelligence and Security Agency (DCSA).
The purpose of this RFI is to seek information from potential contractors capable of providing 40 unique role-players each day, 8 hours per day, 5 days per week, for 28 weeks per year (total of 44,800 role-player labor hours) to support NCCA's federal polygraph training mission. The role-players would participate in supervised mock scenarios, including criminal activities, falsifying documents, or mishandling classified information, and then take a polygraph exam. The Government is seeking feedback on the requirement and the appropriate acquisition strategy, as well as identifying potential large or small business sources. Respondents are asked to provide company information, a capabilities statement, rough order of magnitude (ROM) pricing, and feedback on the 30-day onboarding timeline. Responses to this RFI are due by November 1, 2024 and will be used for market research purposes only.

THIS IS A REQUEST FOR INFORMATION ONLY.
Requirement Information:
The purpose of this request for information (RFI) is to seek information on potential contractors that possess the capabilities to fulfill this Training Role-Player requirement and to seek feedback from industry on this requirement. The information from this RFI will be used to assist the Government in determining the appropriate acquisition strategy and in identifying potential large or small business sources that are interested-in and capable-of providing services in support of the DCSA Security Training (ST) Directorate, National Center for Credibility Assessment (NCCA). This is a new requirement for the Government.
This requirement will require the Contractor to provide daily role-player participants to support NCCA’s federal polygraph training mission. Subjects will role-play at NCCA in a supervised mock scenario and then take a polygraph exam on their participation. Scenarios may include criminal activity (theft, destruction of property, sexual harassment), falsifying documents, or mishandling classified information.
While this is a training environment, it should be noted that any admission of a real crime during this exercise would require NCCA to notify the appropriate authorities.
Unique daily role-players are required for training expectations. Repeat role-players will become more conditioned and accustomed to the polygraph test and the scenarios, and therefore not respond in a way that is desired for optimal training.
Required:
• 40 unique role-players who participate each day, 8 hours per day, 5 days per week, 28 weeks per year (44,800 total role-player labor hours; 5,600 role-player personnel) o 0730-1630 Daily (included 1 hour lunch). Participants would not be able to leave for lunch. They would need to bring their own.
o New participants each day for all of the 28 weeks to maximize training benefits.
• Contract personnel to manage and oversee participants
• Contractor to conduct security vetting of participants utilizing National Crime Information Center
(NCIC) III standards
• Capability to coordinate with Fort Jackson Provost Marshall for Ft. Jackson Access
Recommended:
• 40 participants daily to account for opt-outs and no-shows.
• Sole transportation to/from Fort Jackson daily. This is being recommended to ensure the on-time arrival of participants and consolidate the access onto Ft. Jackson. Vendor would be responsible for coordinating off-post parking for participants and pick-up/drop-off locations. NCCA does have parking should the vendor allow participants to drive themselves; however, the government would want to understand the vendor’s plan for participant arrival.
• Minimum 3 contract personnel to oversee participant needs/requirements
Participant Requirements:
• U.S. Citizen
• At least 18 years of age
• Valid state or federal ID
• Ability to fluently read/write/speak English
• Not currently under any criminal investigation
