3 Section 1.3.3.2, Scope
DCSA states that a connection is required for both Experian and Transunion, specifically excluding Equifax. Further, in section 2 "Scope" of the provided Ordering Guide document
(Version 1, Dated 03 February 2023) concerning Mirador, DCSA again states that a connection is required for both Experian and Transunion, specifically excluding Equifax.
Why has Equifax been excluded from participation in the Mirador program?
Currently, Mirador does not have an active connection to Equifax.
Since Mirador is one of the systems that is being replaced by
NBIS, we are not pursuing a new connection to Equifax at this time. However, we will be pursuing a connection for NBIS.

General Information, and
3.4 Product or Service Descriptions
We wanted to confirm the definition below is how the NAICS 561450 small business standard size is calculated. Is this correct?
Small Business Administration (SBA) calculates revenue:
Annual receipts: This is the “total income” (or “gross income”) plus the “cost of goods sold.”
These numbers can normally be found on the business’s IRS tax return forms. For purposes of Federal contracting, receipts are averaged over a business’s latest five complete fiscal years. Applicants to SBA's Business Loan and Disaster Loan Programs, as well as the Surety
Bond and Small Business Investment Company (SBIC) Programs, may use either three or five years to determine average annual receipts. If a business hasn’t been in business for five years, multiply its average weekly revenue by 52 to determine its average annual receipts.
Size standards are calculated by the SBA and any inquiries for size standards will need to be addressed with the SBA.
Attachment 6
Ordering Guide 2 Scope Can you confirm that only NBIS system is needed for Single credit bureau reports currently?
No, NBIS system is not the only system needed for single credit bureau reports currently.

Section 2 Specific Tasks, Sub-Section 2.1 Task One: Single Credit Reports, Sub-Section 2.2 Task Two: Tri-Merge Reports
We have direct agreements with the credit bureaus to meet all of the requirements listed in this section and currently deliver to the SBA. However, in order to decrease security risks and any possibility of a breach at our facility we opt for the increased security version of this delivery by providing the report(s) directly from the credit bureau to the agency which reduces the risk of additional security challenges (i.e.: leaking PII) this guarantees consistent access and faster delivery of the reports. Instead of an API that connects DCSA to a small business, we use the SBA model and connect the agency (DCSA) to the Credit Bureau directly via an API.
We will still manage the contract and retain full responsibility for the delivery and quality of all status reports and the actual credit reports.
May we assume the direct connection to the bureaus outlined above is acceptable for DCSA and therefore compliant with tasks 2.1 and 2.2 in the RFP?
DCSA can't tell the vendor how to propose or what to propose.
The vendor is to show an understanding of the requirement and how they will meet DCSA's full requirement.

Attachment 1
Attachment 10
Section 1.3, 1.3.3, 1.3.3.1, 1.3.4, 2.1, 2.2
The Government has an established customization need to credit reports by including additional services added within the Single Credit Report and/or Tri-Merge Credit Report.
Also, a connection requirement is expected to take anywhere between 1 and 10 months depending on the Government’s system (i.e.: PIPS, Mirador, NBIS and any future systems).
The IDIQ Price workbook only allows for a FFP for Single Credit Report and/or Tri-Merge
Credit Reports. No where in the RFP IDIQ spreadsheet allows for any customizations and technical labor billable hours as the RFP states for connectivity requirements.
• Will the Government allow for contractor(s) awardee to charge/bill the Government for any Customizations to the Single & Tri-Merge Credit reports (as required)?
• Also, prior to providing connecting Single Credit Reports and/or Tri-Merge Credit Reports in a production environment, will the Government allow for the contractor awardee(s) to charge/bill for any Technical billable labor hours allowing the awardee contractor(s) to connect to DCSA's systems (i.e.: PIPS, Mirador, NBIS and any future systems) within the 1 -
10 months timeframe - for both testing & production environments ?
• How will the Government allow the contractor awardee to bill/charge for both Single & Tri-
Merge Credit Reports with Customization(s) to the respective report(s), as well as, bill/charge for connectivity Technical billable labor hour before or post award?
• If not, does the Government realize the risk(s) associated with having the awardee contractor(s) who still has to compete for Task Order(s) amongst the 3 IDIQ awardees that they may not be awarded a meaningful Task Order to the technical labor intensiveness for both customizations and establishing a connection (i.e.: PIPS, Mirador, NBIS, Any future
Systems) needed?
The Costs of business are to be built into the costs that are proposed in the pricing workbook. The Government does not tell you what you are to charge or not charge.
29 Attachment 1
Section 2; Section 2.1 and 2.2
Listed below is a brief summary that the Government wants built into the customized Single
Credit Report and Tri-Merge Credit Report:
• Public Records relating to civil judgements, tax, liens bankruptcies,
• Subject Income,
• Employment History information,
• Overall Score based on DCSA requirements?
• Etc.
• Is the Government currently receiving from its Incumbent's Single Credit Report and/or Tri-
Merge Credit Report this additional information/data within their credit report(s) (as briefly mentioned above)?
• Also, does the Government recognize that the specific services are customization(s) to either a Single Credit Report and/or a Tri-Merge Credit Report with each of the following?
- Public Records relating to civil judgements, tax, liens bankruptcies,
- Subject Income,
- Employment History information,
- Overall Score based on DCSA requirements?
- Etc.
• If so, will the Government allow and work with the contractor awardee with lead time to update and integrate such customization requirements to each Single & Tri-Merge Credit report post award?
Question 1: Yes.
Question 2: This service requires the customization that is not necessarily provided in bureau report. The sample reports that each vendor provides should reflect that they have the ability to provide this service. This should not be a regurgitation of the examples provided. The government is looking for the vendor to provide a sample that will allow the government to evaluate the vendor’s technical capability.
Question 3: The vendor should not need a lead time to integrate the customization. That customization should be included in the single and tri-merge sample reports.
30 Attachment 1
Section 2; Section 2.1 and 2.2
A single Credit Report and/or a Tri-Merge Credit Report comes as a separate service as a credit report with specific information already provided & reported as a specific service by each of the 3 credit bureaus with data information (as it currently sets) reported by either
Equifax, Experian, and Trans Union.
• Is the Government requiring Customization to both the Single Credit report and Tri-Merge
Credit Report with the inclusion to each requested credit report by including the following into the Single & Tri-Merge Credit Report?:
o Public Records relating to civil judgements, tax, liens bankruptcies, o Subject Income, o Employment History information, o Overall Score based on DCSA requirements o Etc.
• If so, does the Government understand & recognize that each of these services are additional services with separate costs associated to it?
• Is the government wanting a fully loaded FFP with all additional/separate services that includes the Single and/or Tri-Merge Credit Report the Government wants/requires within the report?
Question 1: This service requires the customization that is not necessarily provided in bureau report. The sample reports that each vendor provides should reflect that they have the ability to provide this service. This should not be a regurgitation of the examples provided. The government is looking for the vendor to provide a sample that will allow the government to evaluate the vendor’s technical capability.
Question 2: DCSA is requesting a Single Report (as specified) and a Tri-Merge report (as specified). Vendors should provide on single report product one tri-merge report product and a fee for each product. All costs should be included in the vendor proposed product price.
Question 3: Each product will be a fully loaded Firm Fixed Price.
This is the full cost of business for these reports.
Who is the current Incumbent(s) providing Credit Reporting Services to DCSA?
The current incumbent is Verato, Inc.
32 What is the government currently paying from the incumbent for the single credit report for each Credit Report from: Experian, Transunion, Equifax?
This is part of Procurement Integrity and not authorized to be shared.
33 What is the government currently paying from the incumbent for the Tri-merge credit report (which includes Experian, Transunion, Equifax)?
This is part of Procurement Integrity and not authorized to be shared.
What is the government currently paying from the incumbent for the Bi-merge credit report
(which includes Experian & Transunion)?
We do not require a Bi-Merge in our solicitation.
35 Attachment 1
Section 2; Section 2.1 and 2.2
• Is the Government currently paying any additional charge/cost from the Incumbent for the following service(s):
o Tradeline information, o Collection information, o Public Records relating to civil judgments, tax liens, bankruptcies, o Subject income, o Consumer identification to include names, AKAs, current and prior addresses, employment history information, and date of birth, o Credit history identifying creditors, debt payment(s) performance, current and past due charge off, collection and collection factored accounts, balances and past due amounts, and status of accounts for the past 24 months, o A listing of inquiries within the last 12 months, o Overall score based on DCSA requirements (tri-merge).
• If additional cost are being charged, what are they for each of these additional services?
This is part of Procurement Integrity and not authorized to be shared.

• Will the Government consider extending the RFP "Due Date" out to a further date?
• For example: Extending the "Due Date" will help the Government to answer/address Q&A from the time it takes to respond, as well as, for the contractor(s) to review & respond to the
Q&A accordingly (once the Government release them).

Technical responses and LPTA?
• If 3 contractors are selected/awardees based on this RFP's LPTA criteria, can the
Government please explain if the 3 IDIQ awardees will have to re-compete for each Task
Order(s)?
• If so, will the 3 awardees have to re-compete on each Task Order(s) by furthering to lower their pricing (set by this IDIQ) by furthering to lower their LPTA to each Task Order received based upon this RFP's IDIQ LPTA?
1. This is answered in the Evaluation Criteria of FAR 52.212-2

Organization B's system via a dedicated in-house connection.>"
• Etc., etc., etc.
• Is it understood that within Attachment 3 - 4. TOPOLOGICAL DRAWING is not needed at this time in the contractor's RFP response, but only upon award?
• If this is the case and if selected as an awardee, what is the timeframe that the
Government will require a 4. TOPOLOGICAL DRAWING and to what detail of technical and specifications will be needed?
• If not and the Government does require contractors to supply it in their RFP proposal response(s) by including a 4. TOPOLOGICAL DRAWING, can you please explain what level of technical and specifications is needed?
