QUESTIONS ANSWERS
1 I see you need a total of 8 breakouts. How many attendees to accommodate per room, and are you flexible with the set-up in each room?
We are in need of 8 breakout rooms that will accommodate between 30-35 people. On Day 1 and
Day 4, we will host a couple sessions in rooms that will require occupancy for over 100 people. If rooms have airwalls and can be extended, that will work.
2 Can the Ballroom be used as (1) breakout, so only
7 are needed?
Yes.
3 Is the IT Help Desk listed considered one of the breakouts or additional?
No.
4 Have you paid meeting room rental in the past? Previously, it has been complimentary based on the attendance.
5 Can the breakout rooms and General session rooms have windows? Every meeting room in my hotel has all natural light, but separated by hard walls including the grand ballroom.
It depends on how much light comes in during the presentation and where the room is located in proximity to the general public. A photograph upon submission of the quote would help us understand configuration.
6 Is there a form I must complete or can I submit our offer in our standard format?
Please see the solicitation HS0021-18-Q-0010 found on www.fedbizopps.com for the submission format requirements.
7 Will the food and beverage piece require per diem pricing as well?
Food and beverage is limited to am/pm break as set forth in the RFQ. Attendees are on their own for breakfast, lunch, and dinner.
8 If so, there are no published per diem pricing guidelines for breaks. Can you please provide some guidance?
Am/pm break is not based on per diem pricing.
9 On the Statement of Work (SOW), the travel dates are shown as Monday and Saturday. With events on Friday, do you anticipate the majority of the guests staying post event for travel on Saturday.
Yes. It is anticipated that more than 50% of the attendees will remain until Saturday.
Do you have room pickup/history from previous years events?
85% pick on Monday through Thursday. However, the past requirement was not for four days.
Is the expected number of guests for the General
Session 300? Do you expect local guests to attend without staying at the hotel?
Yes, the expected number of guests is 300 with a 5-
10% adjustment. There is not an expectation for local guests.
I did not see detailed information on the breakouts in the SOW. What is the number of guests expected per breakout?
The expected number of guests per breakout is approximately 35-40 depending on the sessions.
There will be some breakout that has over 100 guests on Day 4.
Would you consider splitting the guest room block between two hotels, if the hotels were in close proximity (i.e. 1-2 blocks)?
No. Collaboration, punctuality, and rental would be impacted negatively.
What is the anticipated timeline for a decision? Early February.
For the above solicitation, page 3 specifies "No third-party contract allowed". We hope that you reconsider and remove the language barring third party contracts.
DSS is not interested in using Third-Party contracts to secure this contract.

STATEMENT OF WORK
April 16 - 21, 2018
DESCRIPTION
The Defense Security Service (DSS) has a need for sleeping rooms, food and beverage, audio-visual equipment and services, and conference space for attendees of the Defense Security Capital /Southern
Operational Training Conference. This is four-day training, Tuesday – Friday in one of five cities:
Atlanta, GA; Nashville, TN; San Antonio, TX; Orlando, FL; Austin, TX. Travel day will be Monday and
Saturday.
Dates that are acceptable for the training are as follows:
Proposed Dates: April 16 - 21, 2018 (Primary)
April 23 – 28, 2018 (Alternate)
The following are the requirements:
Contracting Requirement: No third-part contract allowed.
Accommodation & Meeting Facility:
Reservations desk capable of handling large number of guests checking in and the flow of traffic
No current construction taking place during the training period
Reception open 18 hours, accessible by phone 24 hours from inside and outside
Lobby with seats and beverage service
Breakfast buffet or breakfast menu card via room service
24 hours room service
High speed Internet access, internet terminal and large internet bandwidth
4 Star or higher rated hotel
Lodging cost: Government Per Diem rate or prevailing rate if it is lower
Rooms shall be billed individually to guest travel card.

Meeting Rooms
1 General Session: Room should be able to accommodate all participants at the same time.
Room should be set in a classroom-style which allow attendee to view screen and hear presenter clearly
8 Breakout Rooms: Tuesday, Wednesday, Thursday and Friday in a classroom –style setup with microphones, only if group is larger than 50 people. General Session may be used as the 11th breakout room.
1 of 8 Breakout rooms must be able to accommodate a minimum of 125 people. Room may be with retractable walls that can open to allow capacity.
1 of 8 Breakout rooms must be hard wall or be located where the room can be securely contained roundabout to host private sensitive meetings. No glass walls, door or windows, no air wall connecting to adjacent room and relatively sound proof.
Up-to-date technology (screen and Projector with 4,000 or more lumens) and high-level internet capability in all meeting rooms
IT Help-Desk room must have high-level internet capability with large bandwidth to accommodate IT functions. Separate contract to be awarded for specific bandwidth.
1 Room (approx. 1,000 sq. ft. or larger) with hard walls to accommodate DSS IT-Help Desk with equipment and laptops. Capability to route internet connection to agency network. Room must be available on Sunday morning for set-up and testing on Monday.
IT Help-Desk must be equipped with a hard-keyed lock to store government computers. Number of keys limited to hotel security and specific agency employees only.
IT Help-Desk room must be available as of Sunday for set-up purposes.
IT Help- Desk room should be refreshed only when occupied by agency employee(s).
All meeting rooms should have skirted table with tabled water. Room should be refreshed during the lunch period.
Hospitality Suite: Should be largest suite available with television and comfortable lounge chairs to accommodate as many as possible for private meetings, collaboration/networking and teambuilding activities.
Parking: The Contractor shall provide parking space to the guests preferably on site or at minimum within one block radius.
Guestroom and Lounge: Free Wi-Fi/Internet connection.
Transportation: Airport should be within reasonable distance (maximum 20 miles) from venue and easily accessible by public transportation, facility private shuttle and at a reasonable cost for use of Airport Shuttle, taxi and Uber. Shuttle to/from the airport for the guests, is important but not mandatory.
More than 5 different low to moderately priced restaurants located less than one mile walking distance with several variety cuisines and combined seating to accommodate a minimum of 75 percent of attendees for breakfast, lunch, dinner.
Other meals (Light refreshments: The Contractor shall provide Daily Breaks Package
*AM Break (no less than 1 hour) which includes, but not limited to Regular & Decaf coffee, Hot
Tea, & Water.
*PM Break (no less than 1 hour) which includes, but not limited to Regular & Decaf coffee, Iced
Tea, Lemonade & Water
Fitness Center: Guests shall have free access

DSS will provide projectors only for 6 breakout session rooms. However, Contractor shall provide cable and cart for projectors.
Technical services only required for set-up, tear down and troubleshoot when needed.
Hard wall or retractable air-wall. Glass walls are not acceptable.
Long narrow room for general session is not acceptable
Proper lighting is important and adjustable air conditioning is required.
Breakout rooms:
8 Tri-pod Screens with cable and cart (9th breakout will be held in general session room)
8 Podium microphones for breakout rooms
8 Podiums for breakout rooms
1 Projector in 1 breakout roomDSS will provide own projectors for all other breakout rooms
2 4-channel analog mixer in three breakout rooms with sound system

Weekend access for IT staff to pick-up and transport equipment to IT Help-Desk meeting room
Hotel shall have the ability to receive and ship freight packages directly to the location at least two to three days prior to arrival and at most, one day after the event ends.
Access to and use of the freight elevator is required prior to the event and during if required in addition to a portable cart.

(a) Definitions. As used in this clause--
Department of Defense Activity Address Code (DoDAAC) is a six position code that uniquely identifies a unit, activity, or organization.

Document type means the type of payment request or receiving report available for creation in Wide Area
WorkFlow (WAWF).
Local processing office (LPO) is the office responsible for payment certification when payment certification is done external to the entitlement system.
(b) Electronic invoicing. The WAWF system is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall--
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.acquisition.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this Web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training
Course and use the Practice Training Site before submitting payment requests through
WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via Web entry, Electronic Data
Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor must use the following information when submitting payment requests and receiving reports in WAWF for this contract/order:

(4) Payment request and supporting documentation. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (NOV 2017)
The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at https://www.sam.gov/portal. (a) Definitions. As used in this provision --
“Economically disadvantaged women-owned small business (EDWOSB) Concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
"Forced or indentured child labor" means all work or service-
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
“Inverted domestic corporation” means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).

“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
“Predecessor” means an entity that is replaced by a successor and includes any predecessors of the predecessor.
“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate--
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
“Sensitive technology”--
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically--
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act
(50 U.S.C. 1702(b)(3)).
“Service-disabled veteran-owned small business concern”--
(1) Means a small business concern--
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
“Small disadvantaged business concern”, consistent with 13 CFR 124.1002, means a small business concern under the size standard applicable to the acquisition, that--
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--
(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and
(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.
“Subsidiary” means an entity in which more than 50 percent of the entity is owned--
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
“Successor” means an entity that has replaced a predecessor by acquiring the assets and carrying out the affairs of the predecessor under a new name (often through acquisition or merger). The term
“successor” does not include new offices/divisions of the same company or a company that only changes its name.
The extent of the responsibility of the successor for the liabilities of the predecessor may vary, depending on State law and specific circumstances.
“Veteran-owned small business concern” means a small business concern--
(1) Not less than 51 percent of which is owned by one or more veterans (as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
"Women-owned business concern" means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and whose management and daily business operations are controlled by one or more women.
