PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT

Defense Security Service Personnel Security Management Office for Industry

Personnel Security Operational Support

PART 1

General Information

1. General: This is a non-personal services contract to provide operational Vendor support to the Personnel Security Management Office for Industry (PSMO-I) with the Defense Security Service (DSS). The Government shall not exercise direct supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Vendor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The Vendor shall provide all personnel, supervision, and other items and non-personal services necessary to perform the PSMO-I support as defined in this Performance Work Statement (PWS) except for those items specified as Government furnished property, equipment, and services. The Vendor shall perform to the standards of this PWS.

1.2 Background: PSMO-I: On May 3, 2012, the Deputy Secretary of Defense directed complete consolidation of the functions, resources, and assets of seven of the Department's distinct Component Central Adjudication Facilities (CAFs), including DSS' Defense Industrial Security Clearance Office for Industry (DISCO), under the authority, direction and control of the Director for Administration and Management effective October 21, 2012. Due to the DSS responsibility for the administration and implementation of the National Industrial Security Program (NISP) on behalf of the Secretary of Defense and other government agencies, some DSS personnel were exempt from CAF consolidation and remained with the DSS. The specific functions performed by these personnel include personnel security management and statistical analysis/planning for cleared Industry executed by the newly established PSMO-I in October 2012.

Continuous Evaluation and Defense Insider Threat Management and Analysis Center: On September 19, 2014, the Deputy Secretary of Defense approved the Washington Navy Yard Implementation Plan to implement the March 18, 2014 key recommendations following the tragic shooting at the Washington Navy Yard on September 16, 2013.

The Department of Defense (DoD) was directed to: 1) Implement Continuous Evaluation (CE) of personnel with access to DoD facilities or classified information; and 2) Establish the Defense Insider Threat Management and Analysis Center (DITMAC) to assess, recommend intervention or mitigation, oversee case action on threats that insiders may pose to their colleagues and/or DoD missions and resources, and to fulfill certain requirements of the national insider threat policy and minimum standards. Processing information pertaining to cleared Industry from CE and DITMAC will be a new mission for DSS and PSMO-I effective FY15.

1.3 Objectives: This PWS provides continuous Personnel Security Operational Support to review and process personnel security documentation as it relates to the NISP.

1.4 Scope: The Vendor shall be responsible for providing operational support to assist in the personnel clearance oversight and management as prescribed by the DoD Personnel Security Program, Industrial Security Program and National Industrial Security Program Operating Manual (NISPOM) in support of National Security, DoD Readiness and Military Operations.

1.5 Period of Performance: The period of performance (POP) shall be for a five (5) month base period with four (4) one-year option periods.

1.6.1 Quality Control: The Vendor shall develop and maintain an effective quality control program (QCP) to ensure services are performed in accordance with this PWS. The Vendor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Vendor’s quality control program is the means by which the Vendor assures that contract performance complies with the requirement of the contract. The QCP shall be delivered in electronic format to the Contracting Officer (CO), within ten (10) days after contract award. A comprehensive written QCP shall be submitted to the CO and Contracting Officer Representative (COR) within five (5) working days when changes are made thereafter. The Government will provide approval within ten

(10) days after receipt of QCP. After acceptance of the initial QCP the Vendor shall receive the CO’s acceptance in writing of any proposed change to his QC system.

1.6.2 Quality Assurance: The government shall evaluate the Vendor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Vendor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.6.3. On-Site Working Conditions, Holidays and other Closures:

1.6.3.1 DSS facilities are smoking restricted workplaces. Due to the nature of the work, facilities, and requirements, Vendor staff may only smoke outside in designated smoking areas.

1.6.3.2 The government expects the Vendor will establish normal operating hours under this contract between 6:00 a.m. to 6:00 p.m. Eastern Time, Monday through Friday in coordination with the government’s COR. The Vendor’s Program Manager (PM) and the COR shall consult and coordinate on any proposed alternate work schedules that may be arranged depending on the operational tempo/needs of the mission.

1.6.3.3 Government personnel observe the following days as holidays and the Government facilities will be closed and unavailable to Vendor personnel on the following days:

• Any other day designated by Executive Order

• Presidential Inauguration Day

1.6.3.5 It is understood and agreed between the Government and the Vendor that observance of such days by Government personnel shall not otherwise be a reason for an additional POP, or entitlement of compensation except as set forth within the contract.

1.6.3.6 When the Federal, State, Local or other Governmental entity grants excused absence to its employees, assigned Vendor personnel may also be dismissed. The Vendor agrees to continue to provide sufficient personnel to perform critical tasks already in operation or scheduled, and must be guided by the instructions issued by the CO or COR.

1.6.3.7 If Government personnel are unavailable due to furlough or any other reason, the Vendor must contact the CO or the COR to receive direction. It is the Government's decision as to whether the contract price/cost will be affected. Generally, the following situations apply:

(1) Vendor personnel who are able to continue contract performance (either on-site or at a site other than their normal workstation), must continue to work and the contract price shall not be reduced or increased.

(2) Vendor personnel who are not able to continue contract performance (e.g., support functions) may be asked to cease their work effort. This may result in a reduction to the contract.

1.6.3.8 It is understood and agreed between the Government and the Vendor that in the event Vendor personnel wish to attend DSS organizational events, such as the annual picnic, holiday party, etc., they must coordinate their work schedules with the COR and obtain approval of their company's supervisor prior to the event. The Government is not responsible for reimbursing any expenses to the Vendor for Vendor personnel attending any DSS organizational event. The exception shall be: when Vendor employees are invited to Director (or Leadership) led events (e.g.

Town Halls, All-Hands, EEO, etc.) to address the mission and vision of the agency, the Vendor employee may attend as part of their normal duties.

1.6.4 Hours of Operation: The core hours of operation for this requirement in Hanover, MD are between the hours of 6:00am – 6:00pm ET Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. When hiring personnel, the Vendor shall keep in mind that the stability and continuity of the workforce are essential when coordinating with Government personnel to accomplish the desired task.

1.6.5 Place of Performance: The majority of work for this effort will be performed at the DSS PSMO-I facility located at 7556 Teague Road, Suite 500 Hanover, MD 21076 with the potential for meetings at the DoD CAF located at 600 10th Street, Ft. Meade, MD 20755.

1.6.7 Security Requirements: All Vendor personnel (to include subcontractors) entering government properties shall abide by all security rules and regulations. The Vendor shall carry passes issued by DSS for all vehicles entering the appropriate DSS facility they want to access for both company-owned or employees’ private vehicles.

The Vendor will maintain a current list of all vehicles and individuals issued such passes. The Vendor shall provide a list of these vehicles to include make, model, color and associated license plate information to the COR within five (5) calendar days of contract award and within one (1) calendar day of any changes to the list through contract POP. The security requirements are in accordance with the attached DD 254.

1.6.7.2 Key Control. The Vendor shall establish and implement methods of making sure all keys/key cards issued to the Vendor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Vendor by the Government shall be duplicated. The Vendor shall develop procedures covering key control that shall be included in the QCP. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Vendor shall immediately report any occurrences of lost or duplicate keys/key cards to the COR.

1.6.7.2.1 In the event keys, other than master keys, are lost or duplicated, the Vendor shall, upon direction of the COR, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Vendor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Vendor.

1.6.7.2.2 The Vendor shall prohibit the use of Government issued keys/key cards by any persons other than the Vendor’s employees. The Vendor shall prohibit the opening of locked areas by Vendor employees to permit entrance of persons other than Vendor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the COR.

1.6.7.3 Lock Combinations: The Vendor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. These procedures shall be included in the Vendor’s QCP.

1.6.8 DoD Cyber Awareness Training: All Vendor employees, to include subcontractor employees, requiring access to DSS Offices, facilities and controlled access areas shall complete the DoD Cyber Awareness Training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. This training shall be completed and reported to the COR within 30 calendar days of contract award and within 15 calendar days of new employees commencing performance thereafter.

1.6.8.1 Personnel Requirements: All personnel assigned to the project shall be required to adhere to the guidelines prescribed under the Freedom of Information Act (FOIA) and the Privacy Act. The work for this effort is anticipated to be up to the TOP SECRET clearance level.
