About this file

This is a Food and Dairy Products Solicitation document issued by the Mid-Willamette Valley Community Action Agency (MWVCAA) for Head Start program services in the Salem-Keizer, Oregon area. The solicitation encompasses two separate bids: one for general food and paper products and another for dairy products, both for the 2022-2024 program years (October 2022 through September 30, 2024). The food solicitation requires bids for numerous items including dry groceries, frozen products, fresh produce, refrigerated items, and disposable supplies to be delivered to two distribution sites in Salem and Keizer. The dairy solicitation specifically requests bids for 1% milk (1,984 gallons annually for Buena Crest and 10,803 gallons for Middle Grove), whole milk, lactose-free milk (64 half-gallons for Buena Crest and 506 half-gallons for Middle Grove), and butter (140 lbs. for Buena Crest and 460 lbs. for Middle Grove). All food products must adhere to USDA standards and be low in sugar, fat, and salt, with at least one whole grain rich item (50% or more whole grain) served daily. Bidders were required to submit proposals by 5:00 p.m. on October 6, 2022, to Natalie Bratton at (503) 551-2928 or natalie.bratton@mwvcaa.org.

Evaluation of proposals will be based on cost (50%), delivery capability (20%), product availability (20%), and references (10%). Food products must be delivered a minimum of once weekly to both distribution sites, with delivery fees waived for orders of 15 pieces or more. Dairy products require weekly delivery to Keizer and twice-weekly delivery to Salem. Storage and transport temperatures for all perishable products must not exceed 41 degrees Fahrenheit, with delivery temperatures between 34 and 41 degrees Fahrenheit. The solicitation specifies that fat-free milk is an acceptable substitute for 1% milk, but 2% milk is not acceptable. All meat and meat alternate products must be supported with USDA Child Nutrition (CN) labels or product formulation statements. Damaged or inferior quality products will be credited and replaced. Invoices will be paid within 30 days of receipt following Nutrition Services Manager approval of delivery receipts. The solicitation does not specify a set-aside designation or incumbent vendor information. Bidders must complete and submit a proposal cover sheet and provide at least two references demonstrating quality customer service in the proposed area of work.
