About this file

This addendum clarifies website accessibility requirements for recipients of the HRSA-24-036 Early Hearing Detection and Intervention State/Territory Program NOFO. Recipients must develop, maintain, and promote a publicly accessible website, but should ensure accessibility according to Section 504 of the Rehabilitation Act rather than Section 508 as originally stated. The HRSA-24-036 NOFO provides funding through the 93.251 - Early Hearing Detection and Intervention federal grant program, administered by the Department of Health and Human Services Health Resources and Services Administration, to support recipients in establishing and operating statewide newborn and infant hearing screening, evaluation, and intervention programs and systems to help identify and treat hearing loss among infants and young children.

NOFO Number HRSA-24-036 NOFO Title State/Territory Early Hearing Detection and Intervention Program Addendum The HRSA-24-036 notice of funding opportunity (NOFO) requires recipients to develop, maintain, and promote a user-friendly, accessible, public-facing website.

This addendum provides clarification on the language used to describe this requirement.

The NOFO uses the term “508 compliant” to describe website accessibility standards (NOFO pg. 13, 16). However, federal award recipients are required to adhere to Section 504 of the Rehabilitation Act, Part 84, to ensure accessible communications for people with disabilities.

For the purposes of the HRSA-24-036 NOFO, HRSA would like to clarify that recipients should adhere to Section 504 of the Rehabilitation Act, rather than section 508.
