This is a Special Procurement Request Approval document from Marion County, Oregon, for NEOGOV Human Resources Management Subscriptions. Marion County is requesting approval to continue service with Governmentjobs.com, Inc. dba NEOGOV through direct negotiation for three subscription services: Insight Enterprise Subscription, Governmentjobs.com Subscription, and Onboard Subscription. The contract period is July 1, 2026 through June 30, 2027. A Public Notice of the Special Procurement Request was posted on the Marion County Procurement Collaboration Portal and OregonBuys from January 15, 2026 through January 22, 2026. The County received no comments, questions, or protests during the public notice period.

Marion County has utilized NEOGOV since 2010 as its applicant tracking system for recruiting and hiring. The County previously held service agreements with NEOGOV from July 1, 2018 through June 30, 2023 (five years), and from July 1, 2023 through June 30, 2026 (three years), with an October 2023 amendment adding the Onboard module subscription. This special procurement represents a bridge solution to maintain hiring and onboarding operations while the County implements a newly selected ERP system with integrated HR functionality, which is expected to be fully operational by the end of 2026. The approval is based on findings that the procurement does not encourage favoritism or substantially diminish competition and substantially promotes the public interest by providing necessary continuity in human resources management services. The procurement value falls within the Chief Administrative Officer's approval authority of up to $100,000. The document was approved by Marion County leadership on April 23, 2026.

CONTRACT-SPECIFIC

SPECIAL PROCUREMENT

HR1769-26

for

NEOGOV Human Resources Management Subscriptions

Marion County is conducting a Special Procurement pursuant to Oregon Revised Statute (ORS) 279B.085 and Marion County Public Contracting Rule (MCPCR) 20-0285.

1. BACKGROUND

Since 2010, Marion County has been utilizing NEOGOV, a human resources management applicant tracking system for recruiting and hiring public employees. The purpose of the system is to reduce costs per hire, fill positions quickly, and improve the hiring process.

In 2014, the Department of Administrative Services (DAS) entered into a state price agreement with Governmentjobs.com, Inc. dba NEOGOV for these same services, and Marion County moved to contract with NEOGOV through this price agreement.

In 2018, DAS let the state price agreement expire, and DAS implemented “Workday” which is a new hiring platform. Marion County was not prepared to move to such a platform at that time, and DAS suggested a special procurement process to continue services with NEOGOV.

In May 2018, Marion County conducted a special procurement and entered into a five-year service agreement with NEOGOV, beginning July 1, 2018 through June 30, 2023, believing five years would be sufficient time to select and implement an ERP system which would include the required human resources management applicant tracking functionality.

In June 2023, Marion County conducted another special procurement and entered into a new three-year service agreement with NEOGOV, beginning July 1, 2023 through June 30, 2026, believing an additional three years would be sufficient time to complete the procurement, selection, and implementation of an ERP system.

In October 2023, Marion County conducted an additional special procurement and amended the three-year service agreement to add a subscription for the NEOGOV Onboard module to further improve the hiring process by automating onboarding tasks.

Marion County is currently in the process of testing and implementing the HR functionality of the ERP system which was selected as a result of a formal competitive solicitation process conducted by the County in accordance with the Oregon Public Contracting Code and County
