About this file

This is a Special Procurement Request filed by Marion County, Oregon for NEOGOV Human Resources Management Subscriptions. Marion County seeks to continue its subscription services with Governmentjobs.com, Inc. dba NEOGOV through direct negotiation rather than competitive bidding. The procurement covers three subscription modules: Insight Enterprise Subscription, Governmentjobs.com Subscription, and Onboard Subscription, all for the period of July 1, 2026 through June 30, 2027. Marion County has utilized NEOGOV since 2010 as its applicant tracking system for recruiting and hiring public employees. The County is currently implementing a new Enterprise Resource Planning (ERP) system with HR functionality selected through a formal competitive solicitation process and anticipates full implementation by the end of 2026. This special procurement serves as a necessary bridge solution to maintain hiring and onboarding operations between the expiration of the current NEOGOV agreement on June 30, 2026 and the full deployment of the new ERP system.

The special procurement is authorized under Oregon Revised Statute 279B.085 and Marion County Public Contracting Rule 20-0285, allowing the Chief Administrative Officer to approve contracts valued up to $100,000 that substantially promote the public interest or provide cost savings. Marion County determined that this procurement meets the statutory requirements by providing a short-term service solution that would be impractical to achieve through standard competitive procurement procedures. The County's prior NEOGOV agreements include a five-year service agreement from July 1, 2018 through June 30, 2023, and a three-year agreement from July 1, 2023 through June 30, 2026, with an October 2023 amendment adding the Onboard module subscription. This special procurement requires approval from the Chief Administrative Officer following the initial posting and resolution of any protests received.

CONTRACT-SPECIFIC

SPECIAL PROCUREMENT

HR1769-26

for

NEOGOV Human Resources Management Subscriptions

Marion County is conducting a Special Procurement pursuant to Oregon Revised Statute (ORS) 279B.085 and Marion County Public Contracting Rule (MCPCR) 20-0285.

1. BACKGROUND

Since 2010, Marion County has been utilizing NEOGOV, a human resources management applicant tracking system for recruiting and hiring public employees. The purpose of the system is to reduce costs per hire, fill positions quickly, and improve the hiring process.

In 2014, the Department of Administrative Services (DAS) entered into a state price agreement with Governmentjobs.com, Inc. dba NEOGOV for these same services, and Marion County moved to contract with NEOGOV through this price agreement.

In 2018, DAS let the state price agreement expire, and DAS implemented “Workday” which is a new hiring platform. Marion County was not prepared to move to such a platform at that time, and DAS suggested a special procurement process to continue services with NEOGOV.

In May 2018, Marion County conducted a special procurement and entered into a five-year service agreement with NEOGOV, beginning July 1, 2018 through June 30, 2023, believing five years would be sufficient time to select and implement an ERP system which would include the required human resources management applicant tracking functionality.

In June 2023, Marion County conducted another special procurement and entered into a new three-year service agreement with NEOGOV, beginning July 1, 2023 through June 30, 2026, believing an additional three years would be sufficient time to complete the procurement, selection, and implementation of an ERP system.

In October 2023, Marion County conducted an additional special procurement and amended the three-year service agreement to add a subscription for the NEOGOV Onboard module to further improve the hiring process by automating onboarding tasks.

Marion County is currently in the process of testing and implementing the HR functionality of the ERP system which was selected as a result of a formal competitive solicitation process conducted by the County in accordance with the Oregon Public Contracting Code and County Public Contracting Rules. The County anticipates full implementation of the new HR
