About this file

This is a Public Announcement and qualification-based selection notice for Architect-Engineer (A&E) services issued by DARPA under the Brooks Act. The solicitation number is HR001126RE008, and the response deadline is October 5, 2026, at 10:00 AM ET for Phase I submissions. The contract is a total small business set-aside under NAICS Code 541310 (Architectural Services, $12.5 million threshold), and only firms classified as small businesses will be considered for award.

The requirement involves refreshing common spaces at DARPA headquarters—specifically the DARPA Lobby, Conference Center Lobby, and Director's Office lobby—to create a museum-quality experience highlighting DARPA's history, culture, and accomplishments. The A&E Contractor will execute the project across six sequential phases within a 16-month base period commencing in Q1 FY2027 under a Firm-Fixed-Price contract. Interested firms must submit a completed Standard Form 330 (SF 330) with specified formatting (12-point Times New Roman, 8.5x11 inches, 0.75-inch margins) via email to DMP@darpa.mil with total page limitations ranging from 1 to 6 pages per section, excluding divider tabs and tables of contents. Evaluation will be conducted by an Architect-Engineer Evaluation Board using six criteria in descending order of importance: Professional Qualifications, Specialized Experience and Technical Competence (particularly in museum-grade exhibition design and secure headquarters integration), Past Performance, Capacity to Accomplish Work within Schedule, Knowledge of Locality and Geographic Proximity (Arlington, Virginia), and Equitable Distribution of DoD Contracts. The Government will establish a short list of at least three most highly qualified firms to receive the Phase II solicitation package, which will not be posted publicly to SAM.gov per FAR Part 36 restrictions.
