About this file
This is a Public Announcement for Architect-Engineer (A&E) Services for the DARPA Modernization Project (Solicitation Number HR001126RE008). DARPA seeks qualified small business firms to design and execute a modernization project to refresh common spaces at DARPA headquarters, including the DARPA Lobby, Conference Center Lobby, and the lobby outside the Director's Office. The objective is to create museum-quality exhibition and lobby spaces that showcase DARPA's accomplishments, culture, and legacy while maintaining the organization's operational security and ongoing mission activities. The project encompasses six sequential design and installation phases to be completed within a 16-month base period commencing in Quarter 1 of Fiscal Year 2027. Contract type is Firm-Fixed-Price (FFP).
This is a total small business set-aside under NAICS Code 541310 (Architectural Services; $12.5 million size standard). The procurement uses a two-phase qualification-based selection process under the Brooks Act (40 U.S.C. Chapter 11) and FAR Subpart 36.6. Phase I requires submission of a completed Standard Form 330 (SF 330) qualifications package by October 5, 2026, at 10:00 AM Eastern Time. Only the most highly qualified firms—no fewer than three—will advance to Phase II to receive the formal Request for Proposal. The Phase II solicitation will not be posted publicly on SAM.gov; participation is restricted to short-listed firms. Evaluation criteria in descending order of importance are: Professional Qualifications of key personnel; Specialized Experience in museum-grade exhibition design and secure headquarters integration; Past Performance with Government and commercial clients; Capacity to execute the 16-month schedule; Knowledge of local building codes and Arlington geography; and Equitable Distribution of Department of War contracts. Small businesses may request a copy of the Phase II solicitation. The Point of Contact is Dr. Alexis Shellow at DMP@Darpa.mil.
