HR001123S0025 Faithful Integrated Reverse-Engineering and Exploitation ATTACHMENT 6: SECRET Security Classification Guide and Secret BAA Addendum
INSTRUCTIONS:
A formal request for the HR001123S0025 SECRET Security Classification Guide (SCG) and Secret BAA Addendum may be submitted by filling out this Security Classification Guide and Addendum Request Form and emailing the Request Form to FIREProgram@darpa.mil with subject line titled, “Request HR001123S0025 SECRET SCG and SECRET BAA Addendum.”
Proposers should submit this request to have SECRET material released to them in support of HR001123S0025. The intent is for proposers to request and receive this material in advance of Abstract Due Date such that 45 days are available for the full proposal for both TAs before the proposal deadline. The SECRET SCG and SECRET Addendum Request Form (Attachment 6) is the only method of request that will be accepted. Security classification guidance via a Security Classification Guide and a DD Form 254, "DoD Contract Security Classification Specification," will be provided. DARPA will verify the facility clearance and the clearance of the recipient before e-mailing (via approved system) and/or mailing the SECRET SCG and SECRET Addendum.
Proposers that meet the personnel and physical security requirements may request this SECRET SCG and SECRET BAA Addendum. The DARPA PM has the final authority to determine if a proposer meets the identified requirements. Proposers should allow at least ten (10) business days for processing requests for the SECRET BAA Addendum plus time for delivery. DARPA will notify the proposer’s Contractor Program Security Officer (CPSO) of the approval. Requests will be handled on a first in, first out basis. Incomplete or inaccurate forms will be returned to sender along with a notification of what needs to be corrected and the new request will be processed based on the date of when the revised request form is received.
It is the proposer’s responsibility to ensure that they fully familiarize themselves with the Faithful Integrated Reverse-Engineering and Exploitation (FIRE) SECRET SCG prior to reading the SERCET BAA Addendum and preparing proposals for submission. It is expected that responses to the BAA and SERCET Addendum will contain information classified up to the SECRET level. Precautions for the handling and transmission of this material should be considered in the logistics and timeline of proposal submission.

SUBMITTING PAPERWORK
To cut down on multiple email, duplication of effort, ease of tracking and workload, please submit all paperwork in one email, do not piece meal it. BAAs require a lot of coordination and paperwork with internal and external agencies, email coordination’s, tracking logs, forms for mailing and FA’s, PARs, laptops and multiple networks. This is especially important during larger BAAs (50+ proposers) so help us help you.
