HR001121S0017 Waveform Agile RF Directed Energy (WARDEN) ATTACHMENT 3: Security Classification Guide and Classified Addendum Request Form Request Deadline: 5:00 pm EST, March 25, 2021

INSTRUCTIONS:

A formal request for the HR001121S0017 Security Classification Guide (SCG) and Classified BAA Addendum may be submitted by filling out this Security Classification Guide and Classified Addendum Request Form and emailing the Request Form to HR001121S0017@darpa.mil with subject line titled, “Request HR001121S0017 Security Classification Guide and Classified Addendum.”

Proposers should submit this request no later than 5:00 pm EST, March 25, 2021 to allow adequate time to process requests in preparation for releasing classified material in support of HR001121S0017. The Request Form (Attachment 3) is the only method of request that will be accepted. Security classification guidance via a SCG and a DD Form 254, "DoD Contract Security Classification Specification," will be provided. The Security Classification Guide is marked as Controlled Unclassified Information (CUI) and must be handled accordingly. DARPA will verify the facility clearance and the clearance of the recipient before e-mailing (via system) and/or mailing the BAA Classified Addendum and Security Classification Guide.

Proposers that meet the personnel security requirements and the facility clearance status/level (DCSA Certified & Accredited Facility), along with possessing a background in high-power vacuum amplifiers (TA1) or electromagnetic effects and waveform techniques (TA3), may request the SCG and Classified BAA Addendum. If you do not meet the security requirements it is suggested you look into teaming with other proposers who meet the requirements. The DARPA PM has the final authority to determine if a proposer meets the identified requirements. Proposers should allow at least ten (10) business days for processing requests for the Classified Addendum plus time for delivery. DARPA will notify the proposer’s Contractor Program Security Officer (CPSO) of the approval. Requests will be handled on a first in, first out basis. Incomplete or inaccurate forms will be returned to sender along with a notification of what needs to be corrected and the new request will be processed based on the date of when the revised request form is received. DARPA Security will notify the proposer’s Contractor Program Security Officer (CPSO) regarding an incomplete or inaccurate form which will require need to be updated and returned by the deadline

It is the proposer’s responsibility to ensure that they fully familiarize themselves with the WARDEN Security Classification Guide prior to reading the Classified Addendum and preparing proposals for submission. It is expected that responses to the BAA and Addendum will contain information classified up to the SECRET level. Precautions for the handling and transmission of this material should be considered in the logistics and timeline of proposal submission.
