Broad Agency Announcement HR001120S0001 Amendment 01

12/31/2019

The purpose of this amendment is to publish unclassified answers to unclassified questions submitted against DARPA BAA HR001120S0001, Coho. Unclassified answers to unclassified questions will also be posted on the DARPA Opportunities page for this solicitation found on DARPA.mil (http://www.darpa.mil/work-with-us/opportunities). Answers to classified questions will be distributed to those entities to whom the Classified Addendum was sent, per the BAA.

UNCLASSIFIED Q&A:

1. Can proposing teams include a subcontractor who currently does not have a classified facility but might have one approved by program start? Similarly, can the potential subcontractor work on unclassified topics before their facility is approved?

A. Yes, a proposing team can propose a subcontractor who currently does not have a classified facility. Strong proposals include a constructive plan for accomplishing the work in keeping with security guidelines. Keep in mind that (1) cleared individuals from the subcontractor can work at the prime’s location and (2) potential subcontractors can work on unclassified topics at their facility, in accordance with the program security guidelines.

2. Is hardware required for Phase I Concept Design Review? Or can Modeling and

Simulation (M&S) suffice?

A. M&S will suffice as a threshold for Phase 1. However, we will consider the fidelity of your M&S and the overall risk of your hardware development plan.

3. How do we request the charts from the Proposers Day?

A. Slides will be sent with the Q&A to everyone who was provided the Classified

Addendum.

4. Do you have a process to receive and accept SCI proposals?

A. Yes, coordinate with the Program Security Representative, per the BAA.

5. Will DARPA provide classified proposal development computers? If so, what is the process for requesting one?

A. No

6. Are any proposal due date extensions considered?

A. No extension will be granted for the first round of award selections. Please review BAA section 4.2.2.1. The BAA remains opens for 180 days.

Proposers are warned that the likelihood of available funding is greatly reduced for proposals submitted after the initial closing date deadline.
