About this file

This document contains a federal government file related to a Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) funding opportunity announcement from the Defense Advanced Research Projects Agency (DARPA).

DARPA is piloting a new approach to advertise SBIR and STTR opportunities on an as-needed basis outside of standard quarterly announcements. Proposals will only be evaluated if submitted in response to an active SBIR or STTR Opportunity notice issued under this Broad Agency Announcement. The file provides templates for cost proposals but does not specify any required products or services.

General Information Cost Proposal

GENERAL INFORMATION
The purpose of the requested information in the enclosed worksheets is to assist government personnel in the review and evaluation of cost proposals submitted by proposers. Proposers are reminded that the responsibility for providing adequate supporting data and attachments lies solely with them. Further, the proposer must also bear the burden of proof in establishing reasonableness of proposed costs; therefore, it is in the proposer’s best interest to submit a fully supportable and well-prepared cost proposal. The basis and rationale for all proposed costs should be provided as part of the proposal so that Government personnel can place reliance on the information as current, complete and accurate. Further, FAR 15.403-4 sets forth those circumstances in which proposers are required to submit certified cost or pricing data. (Updated Nov. 8, 2011)

Options: DARPA does not accept unpriced options. Any option that is not fully priced, will not be included in any resulting award.

INSTRUCTIONS/NOTES

Enter the proposed cost details in the non-shaded spaces on the worksheets entitled, "Labor & Indirect Rates", "Subcontractor", "Consultants", "Materials-Supplies", "Equipment", "Travel", "ODC Details" Base", "Human Subject", "Animal Use", "Base", "O-I", and "O-II".

The "Human Subject" and "Animal Use" tabs are provided in order for the proposer to seperate these tasks in order to avoid potential delay in award. The "Basis of Costs" & "Rate" of the Material Handling (M/H O/H), G&A General and Administrative (G&A), and Facilities Cost of Money (COM) must be entered (if applicable) in both of these tabs.

The "Basis of Costs" of the Material Handling (M/H O/H), G&A General and Administrative (G&A), and Facilities Cost of Money (COM) from the "Human Subject", "Animal Use", "Base", "O-I", "O-II" tabs MUST BE inserted as a formula, linking to the costs used, as noted in the comments of the cell, in each tab.

The tab entitled, "Total" will automatically calculate from the "Base", "O-I", "O-II" tabs.

The tab entitled "Summary" is an automated roll up of all costs.

ALL SHADED AREAS ARE NOT EDITABLE. For questions/concerns please email the help desk at sbir@darpa.mil.

Subcontractor

SUBCONTRACTOR COST DATA
Subcontracts/Interorganizational Transfers – The Prime shall complete the summary table below. If selected for award the Prime MUST provide a blank copy of this excel workbook to the subcontractors (Base, Options, Travel, Etc..) for completion. The subcontractor may provide it directly to the government contracting officer. A fully disclosed cost proposal as detailed as the Offeror’s cost proposal including support documentation will be required to be submitted by all proposed subcontractors. If options are proposed, the option periods should be separately priced. The email should identify the prime Proposer, proposal title, and that the attached proposal is a subcontract. The subcontractor and interorganizational transfer proposals with supporting documentation must be received and reviewed before the Government can complete its cost analysis of the proposal and enter negotiations.

The prime contractor should perform and provide a cost/price analysis of each subcontractor’s cost proposal. Proposers are required to obtain competition to the maximum extent practicable when selecting subcontractors; if the offeror has obtained competitive quotes, copies should be provided. If the Proposer has selected other than the low bid for inclusion in their proposal or intends to award the subcontract on a sole-source basis, the Proposer should provide rationale for their decision. For sole-sourced subcontracts, the prime contractor must provide a short sole-source justification.

*Note: Federal Acquisition Regulation provision 52.215-22 is incorporated into this solicitation by reference. The offeror is to exclude excessive pass-through charges from subcontractors. The offeror must identify in its proposal the percentage of effort it intends to perform and the percentage to be performed by each of its proposed subcontractors. If more than 70 percent of the total effort will be performed through subcontractors, the offeror must include the additional information required by the above-cited clause.

Note 1: Contractors are normally required to furnish all equipment and/or facilities necessary to perform Government contracts (see FAR 45.102(a)). The Government may allow equipment and/or facilities only under a special circumstances. If equipment and/or facilities are proposed, the specific description should identify the component, nomenclature, and configuration of the equipment/hardware that it proposes to purchase for this effort. The purchase on a direct reimbursement basis of equipment that is not included in a deliverable item will be evaluated for allowability on a case-by-case basis. Maximum use of Government integration, test, and experiment facilities is encouraged.

Note 2: Include a separate section in the above table for the base and each option

Note 3:Definitions:
Special Test Equipment is defined as either single or multipurpose integrated test units engineered, designed, fabricated, or modified to accomplish special purpose testing in performing a contract. It consists of items or assemblies of equipment including standard or general purpose items or components that are interconnected and interdependent so as to become a new functional entity for special testing purposes.

Special tooling is defined as jigs, dies, fixtures, molds, patterns, taps, gauges, and all components of these items, including foundations and similar improvements necessary for installing special test equipment, and which are of such a specialized nature that without substantial modification or alteration their use is limited to the development or production of particular supplies or parts thereof or to the performance of particular services.

Plant equipment means personal property of a capital nature (including equipment, machine tools, test equipment, furniture, vehicles, and accessory and auxiliary items) for use in manufacturing supplies, in performing services, or for any administrative or general plant purpose. It does not include special tooling or special test equipment.

Note 4: Provide as an attachment all supporting documentation to support your price basis i.e. copy of quote, page from catalog, or detailed explanation of how the engineering estimate was derived.

Note 1: Estimates and the resultant costs claimed must conform to the applicable Federal cost principles.

Note 2: Separate costs between the Base, Option I & Option II. Record a separate Trip line for expected cost escalations. For example. If the Orlando, FL Trip has an expected increase in the Per Diem Rate, record that planned trip separately.

Note 3: Per Diem Rates proposed should not exceed General Services Administration (GSA) Per Diem rates for the destination area, available at http://www.gsa.gov/portal/category/21287. First and Last Day of travel must calculate only 75% of GSA Per Diem.

Note 4: Mileage Rates proposed should not exceed General Services Administration (GSA) Mileage Reimbursement Rates for the destination area, available at https://www.gsa.gov/portal/content/100715.

Note 5: If there are miscellaneous expenses associated with the trip, provide description and rationale.
