4. GENERAL REQUIREMENTS

DARPA has a requirement for parking management services of its on-site, underground parking garage for DARPA employees. The parking garage has 515 parking spaces on 3 levels. The garage is to remain open for use 24/7, 365 days per year. The Government intends to award a Firm-Fixed-Price (FFP) contract consisting of a one-year base period and four one-year option periods on a Best Value basis.

5. PREPARATION OF QUOTES

Quoters are to prepare technical and price quotes in accordance with following:

a) Quote submission shall consist of a Cover Page and two separate volumes, Technical (Vol. I) and Price (Vol. II). No price information (including the total quoted contract value) for the effort resulting from this RFQ shall be provided in any parts of the Cover Page or Volume I.

b) For the Cover Page and Volume I, the format shall be a Microsoft Office Word document or PDF, 8.5”x11” pages using 1” margins, single line spacing, and 12-point Times New Roman font. A smaller font size may be used for graphics and tables so long as the text is fully legible. If PDF is submitted, the quoter shall be prepared to provide a Microsoft Office Word version upon request. Detailed price information for Volume II shall be provided in a Microsoft Office Excel spreadsheet. The electronic submission of the Excel spreadsheet shall NOT be blocked for editing. No video/audio files or hyperlinked information will be considered in the review process.

c) Cover Page must include the following information (shall not exceed one (1) page):

1) Solicitation number;

2) Prime Contractor and any Subcontractors;

3) Date quote is submitted, quotes shall be valid for at least 120 days from the date of submission;

4) Acknowledgement of all solicitation amendments;

5) Business Size and Socioeconomic Status;

6) Contractor and subcontractor DUNS number(s), CAGE Code(s), and Taxpayer ID number(s);

7) Other team members (if applicable) and type of business for each;

8) Contractual and Technical Points of Contact information (name, phone number, and email address);

9) Signature of person with the authority to commit the organization.

d) Volume I – Technical

The technical volume shall contain the following elements:

Factor 1 – Technical (not to exceed 12 pages)

The quoter shall provide a technical proposal that describes the quoter’s understanding and approach in satisfying all aspects of Section 2, Scope of Work, in the Performance Work Statement (PWS). In addition, the quoter shall provide a Quality Control Plan which demonstrates their ability to manage the contract in a timely and quality manner across all tasks in the PWS.

Factor 2 – Past Performance (not to exceed 2 pages, questionnaires do not count against page limitations as they will be submitted directly from customers to the government)

The Quoter shall ensure submittal of relevant (i.e., same scope/magnitude) and recent (i.e., within the past three years) past performance. Relevant and recent past performance shall be completed and submitted by your customer using Attachment 3 of the solicitation. Up to three questionnaires may be submitted to the government (the Government will evaluate more relevant and recent contract performance favorably).

Completed questionnaires shall be submitted, by the customer for which you have a contract, directly to the government via email to HR0011-16-R-0001@darpa.mil (Subject Line: DARPA Parking Management Past Performance Questionnaire) prior to the proposal due date.

It is the quoter’s responsibility to ensure customers have submitted questionnaires in a timely fashion. In addition quoters shall provide the following information in this volume on customers who were requested to send in questionnaires:

i. Name of the organization that will be providing the reference;

ii. Name of the point of contact (POC) familiar with contract performance;

iii. POC telephone number;

iv. POC email address;

v. Contract number;

vi. Period of performance;

vii. Dollar value of contracts and any other pertinent information useful in making contact with the service receiving organization.

e) Volume II – Price

Factor 3 – Price (no page limit)

i. Quoters shall submit a price quote for one 12-month base period, four 12-month option periods, and one 6-month optional extension per Federal Acquisition Regulation (FAR) 52.217-8. The six-month extension shall be included in the total overall price for evaluation purposes only and be equal to half of the Option Period 4 price. The price quote shall be based on contractor’s understanding of the PWS and any other requirements in the RFQ.

ii. Quotes shall provide a basis for the price, identifying all proposed labor categories, labor rates, and labor hours and subcontracts (if applicable).

6. BASIS FOR AWARD

6.1. Award of a FFP contract will be made on a competitive basis, using Best Value Tradeoff among price and non-price factors as described in FAR 13.106-2.

6.2. In accordance with FAR 13.106-2 the Government intends to evaluate offers and award a contract on the basis established in the solicitation. Therefore, the quoter’s initial quote should contain the quoter’s best terms from a price and technical standpoint. The Government may reject any or all quotes if such action is in the best interest of the Government; the Government may accept other than the lowest quote; and waive informalities and minor irregularities in quotes received.

6.3. Award of this contract will be made on a competitive basis, using factors listed below.

Thus, the Government may elect to award to other than the lowest priced quoter, or other than the highest technically rated quoter.

Factor 1 – Technical Factor 2 – Past Performance Factor 3 – Price

6.4. The Government will not assume that the quoter possesses any capability or knowledge unless it is specified in the quote.

7. EVALUATION CRITERIA

7.1 Factor 1 – Technical: The evaluation will assess the quoter’s understanding and approach in satisfying Section 2, Scope of Work, of the Performance Work Statement (PWS). The quoter will be evaluated on how well the quality control plan addresses quoter’s ability to manage the contract in a timely and quality manner across all tasks in the PWS.

7.2. Factor 2 – Past Performance: The Government will evaluate each quoter’s recent and relevant past performance based upon customer satisfaction with the services provided on past or current contracts. Past Performance may also be evaluated using one or more of the standards outlined in FAR 13.106-2 (b)(3)(ii).

7.3. Evaluation of Factors 1 and 2: The Government will provide each quoter with one combined technical rating for the technical and past performance factor using the Table outlined in Paragraph 8 below.

7.4. Factor 3 – Price: Price will be evaluated separately from technical and past performance factors. Prices submitted by each quoter will be evaluated to determine if the price proposed by the quoter is fair and reasonable. The Government shall use proposal analysis techniques at FAR 15.404-1 to determine Price Reasonableness. The proposed price will be evaluated to ascertain consistency with the approach described in the quoter’s technical quote.

Quoters are advised that FAR 52.217-8, Option to Extend Services, is included in this solicitation and will be included in the awarded contract. When proposing prices for base and options, quoters should consider that the Government may choose to exercise the option to extend services at the end of any period of performance (base or option periods), utilizing the rates in effect during the period of performance in which the option is exercised. For example, if

FAR 52.217-8 is exercised at the end of Option Period One, the rate(s) in effect for Option Period One will be the same rate(s) applicable for the extension period, regardless if FAR 52.217-8 is exercised for the full 6-month period or in increments. For purposes of evaluation, the Government assumes the option will be exercised at the end of Option Period Four.
