Questions and Answers #1 HR0011-12-R-0006
Q1. Can DARPA provide more details; i.e. - area of focus, area of interest (i.e various pandemic flu strains, or strains used in seasonal flu, other antigens of interest)?
A1. The RFP is requesting proposals from sources with the capability and flexibility to provide different forms of biological proteins produced within Nicotiana benthamiana plants.
As stated within the RFP, the offeror's technical approach will be partially evaluated by, "The ability of the offeror to rapidly express different types of recombinant plant (N. benthiamana) made proteins to include, but not limited to, antigens for vaccines, enzymes, monoclonal antibodies,biologically active hormones and therapeutic proteins." We will award ID/IQ contracts to a group of performers that demonstrate their ability to provide different proteins from the Nicotiana benthamiana plants. Future task orders, if or when released to holders of awarded Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts, will specifically state the requirements for individual biologic products to beproduced.
Q2. Names of countries that will be eligible to participate in this tender.
A2. We do not have any restrictions on participation in the proposal process.
Q3. Estimated Budget for this Purchase A3. Each ID/IQ contract will contain a minimum contract guarantee of $3,000 and a maximum ceiling of $250,000,000. The wide range is needed in the event a single holder of the ID/IQ contracts is the successful offeror for all of the delivery orders. DARPA wants to establish a ceiling high enough for all efforts anticipated over a five year period. DARPA and other Government Agencies will be allowed to place orders against the ID/IQ contracts. The budget estimate was derived based on the maximum amount of all orders anticipated over a five year period from DARPA and other Government agencies.
Q4. Any Extension of Bidding Deadline?
A4. We do not foresee a need to extend the proposal deadline.
Q5. Any Addendum or Pre Bid meeting Minutes?
A5. An industry day conference was not held for this procurement so pre-bid meeting minutes do not exist.
