About this file

This is a Call for Solution issued by the Defense Commissary Agency (DeCA) for automated inventory management and audit reconciliation services at OCONUS commissary locations. DeCA seeks a mature commercial solution combining automated computer vision/sensor workflows, rapid mobile inventory scanning technologies, and streamlined data integration platforms to execute SKU-level perpetual inventory counts and real-time validation across 32 European stores. The requirement encompasses support for high-volume customer sales floors, chilled and frozen storage, backroom prep stations, and remote warehouse staging areas, with inventory items including standard domestic packaged goods, European-sourced items (EAN barcode format), compressed UPC codes (6/7/8-digit), fresh meats and cheeses with variable weights and random weight labels, and bulk goods with Price Look-Up codes.

The solution must complete all inventories between April and May and support DeCA's enterprise-wide modernization roadmap, including transition to an SAP-supported enterprise resource planning environment. Vendors must propose technical architecture capable of scaling with the Agency by bridging current legacy catalog and flat-file data exchange formats while enabling modular, direct integration into DeCA's target SAP digital core. DeCA seeks solutions providing support for up to five total years with a Period of Performance reflecting customary commercial processes; the Government reserves the right to adjust the PoP and structure the award as a base period with one or more option periods. Interested vendors with proven expertise in commercial inventory and audit services in grocery settings must submit a Solution Brief (Phase 1) by 6 November 2026 at 3:00 PM Central European Time. Communications should be directed to Thomas Rittershofer (Contract Specialist) at thomas.rittershofer.de@deca.mil or David Bremer (Contracting Officer) at david.bremer@deca.mil.

Call for Solution –Automated OCONUS Commissary Perpetual Inventory & Audit Reconciliation - HQC0102715

In accordance with the Commercial Solutions Opening (CSO) – Defense Commissary Agency (DeCA), OCONUS, posted October 2, 2026 under Notice ID HQCAAA2702, the following requirement supports Area of Interest

(AoI) 5.4 Build a Financial Model That Enhances the Benefit.

The Defense Commissary Agency (DeCA) is seeking a mature commercial solution, automated computer vision/sensor workflows, rapid mobile inventory scanning technologies, and streamlined data integration platforms capable of executing SKU-level perpetual inventory counts and real-time validation across complex retail floors and storage warehouses in their 32 European stores.

DeCA European commissary operations span varied physical configurations, including high-volume customer sales floors, chilled and frozen storage, backroom prep stations, and remote warehouse staging areas. Retail items include standard domestic packaged goods, European-sourced items (EAN barcode format), compressed UPC (6/7/8-digit), fresh meats and cheeses with variable weights (random weight labels), and bulk goods with Price Look-Up (PLU) codes. DeCA is seeking to have all inventories completed from April – May. Please see attached document for desired schedule and examples of inventory markings.

DeCA is actively advancing an enterprise-wide modernization roadmap, including an upcoming transition to an SAP-supported enterprise resource planning (ERP) environment. Consequently, DeCA requires a commercial partner whose technical architecture can scale and grow with the Agency—bridging current legacy catalog/flat-file data exchange formats today while natively enabling modular, direct integration into DeCA's target SAP digital core in subsequent years.

Our objective is to establish a long-term partnership with a provider whose technology, service model, and commercial terms align with our commitment to delivering reliable, value driven solutions. DeCA seeks solutions that will provide this support for up to five total years, requesting that solutions propose a Period of Performance (PoP) that reflect customary commercial processes. The Government reserves the right to adjust the proposed PoP to align with mission requirements, funding availability, and applicable regulatory limitations, including structuring the award as a base period with one or more option periods at the Government's discretion.

Interested vendors with proven expertise in providing commercial inventory/audit services in a commercial grocery setting should submit their Solution Brief (Phase 1) in accordance with section 3.2 Solutions Brief.

The closing date for this "Call for Solution" is 6 November 2026 at 3:00 PM Central European Time
