Enclosure 2
Question 1. Paragraph 4.3.1 list 78,524 cases monthly to be stocked. Does this number include Health and Beauty Aids that were previously Vendor Stocked or are these HBA still Vendor stocked on this new contract?
Answer: Vendor Stocked Items are identified in Exhibit 4-1, page C4-21 of the PWS.
Question 2. If we are required to stock Vendor items do we need to file a Request for equitable adjustment? What documentation are we to provide? Who approves this request for payment?
How long from filing will it take to receive payment?
Answer: Should the Contractor stock vendor stocked items identified in Exhibit 4-1, the number of cases stocked by the contractor will be recorded as "vendor night or vendor day cases stocked" on the monthly shelf stocking case count sheet, reference paragraph 4.3.2.6.1. page C4-2 of the
PWS.
Question 3. The number of cases to be offloaded from trucks is 78,524. This is also the same number of cases we are to stock monthly. Are the Vendor stocked items and HBA items included in this number? If so are we paid on cases as estimated here or is the actual number of cases less than? What is the number of cases we actually Stock as a percentage of the estimated number of cases received?
Answer: The total cases to offload per month of 78,524 includes HBA and all items delivered through FDS Delivery Trucks, reference Exhibit 4-3 FDS Distributor Delivery Schedule, page C4-24 of the PWS. The Direct the Indirect Labor Summary indicate the number of cases to offload, the contractor is paid monthly under RSHA operation, line item 0005 of Section B.
Reference Attachment 3, Volume I and Attachment 5, Volume II of the solicitation. The workload reflected in the PWS was derived from actual cases stocked during a six month period.
Question 4. Overwrite payment is confusing. How are we paid for the cases that don’t exceed the 7% stated? This seems to be a loss for the contractor from the stated cases versus the overwrites up to 107% is this right?
Answer: Please refer to PWS 5.1.3 Computation for Payment for Excess Overwrites. There shall be no claims against the Government when overwrites are at or below the estimated percentage for any month.
Question 5. Paragraph 4.33.8. I understand we are paid 60% of case price reflected in line 0001 of bid schedule. This is not appropriate to pay the contractor less for cases stocked that are Overwrites. We have actually handled these cases two or three times.
Answer: The contractor will be compensated for the overwrite cases that exceeds 7% of the total monthly cases @ the unit price of 60% of the case price reflected in line item 0001 (shelf stocking). When the contractor stock the overwrite cases the following day the cases stocked will be paid at the case price reflected in line item 0001.
Question 6. Late deliveries, trucks that arrive late or early for offloading. How is contractor paid to stay late or come in early to off load trucks? Do we keep record of hours and at what rate per hour are we to be paid? What documentation and how long to be paid?
Answer: The Commissary should be communicating with the PM regarding late trucks. The contractor is not required to work outside of the work schedule in PWS 1.2.1. In the event, the contractor works outside of the RSHA tour of duty to assist the commissary, the contractor will have to submit a Request for Equitable Adjustment (REA). Contractor employees are required to complete sign-in/sign-out sheets for each late truck occurrence. The contractor’s representative and store management signatures shall be affixed to the sign-in/sign-out sheets for submission with monthly surveillance. If the Equitable Adjustment is approved by the contracting officer, a modification will be executed for reimbursement.
Question 7. How will contractor be paid for working shipments to other Commissaries. I don’t see a line item to price this?
Answer: Please refer to PWS 4.4.2.9.1.1. – RG - Certifying Actual Hours Required for Shipments to Other Commissaries.
Question 8. Who is the current contractor?
Answer: Information about the current contract is publicly available at www.commissaries.com under contract number HDEC08-21-C-0022.
Question 9. What is the current value of the contract?
Answer: Information about the current contract is publicly available at www.commissaries.com under contract number HDEC08-21-C-0022.
Question 10. How many snow days were there last year and can you give us an idea of the number (in inches or average number of inches) at each snow fall?
Answer: The contractor shall have staff available to perform snow and ice removal during the months of October through March, as follows: Sunday through Saturday - 7:00am until 11:00am.
This schedule covers the period prior to the contractor’s regular work schedule. Snow and ice removal shall be accomplished in accordance with the standards referenced in Exhibit 4-5, paragraph 13.1, whether performed prior to or during the contractor’s regular work schedule.
