In establishing what is recent for this acquisition, the government shall use the past performance information in PPIRS that is within three (3) years of the completion of performance or the evaluated contract or order, and information contained in the Federal Awardee Performance and Integrity Information System (FAPIIS)e.g., terminations for default or cause. The government shall use the surveys obtained from the business references submitted. As it relates to relevancy, the response to complexity of work accomplished will be considered in the relevancy determination for past performance. Further, past performance obtained from the sources cannot exceed 3 years from the projected contract award date. In establishing what is relevant for this acquisition, the government shall consider those aspects of an offeror’s contract history that would give the greatest ability to measure whether the offeror will satisfy the current procurement. Common aspects of relevancy include similarity of supply/service/support, complexity; dollar value, contract type, and degree of subcontract/teaming.

With respect to relevancy, more relevant past performance will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance. The government will review the offeror’s past performance to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection.

The following Past Performance relevancy ratings will be used utilizing the descriptions in the table below.

Past Performance Relevancy Ratings

Rating Definition Acceptable Base on the offeror's performance record, the government has a

Resonable expectation that the offer will successfully perform The require efforts.

Not Acceptable Base on the offeror's performance record, the government has no reasonable expectation that the offer will be able to perform.

2. Sources of Past Performance Information for Evaluation: The government will use the following sources to evaluate past performance:

Past performance information may be provided by the offeror, as solicited.

Past performance information may be obtained from commercial business references and /or store locations questionnaires (surveys) tailored to the circumstances of the acquisition.

Past performance information shall be obtained from any other sources available to the

Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information system (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers, and Fee Determining Officials; and the Defense Contract Management Agency.

Past Performance information may consider in-house information available such as, but not limited to performance of older contracts not entered into PPIRS, letters or notification of contractor performance accolades, trends of non-conformances, contracting officer generated correspondence that identifies and requires corrective action, business reviews, and performance related emails. However, any past performance information obtained from these sources cannot exceed 3 years from the projected contract award date.

3. Limitations for Applicability of Past Performance Information: Inaccordance with FAR

42.1503(e), the government shall use the past performance information in PPIRS that is within three years of the completion of performance of the evaluated conract or order, and information contained in the Federal Awardee Performance and Integrity Information System (FAPIIS) e.g., terminations for default or cause.

4. Offerors with No Relevant Past Performance: An offeror’s lack of past performance must be treated as a known performance risk, having no favorable or unfavorable evaluation significance.

This allows the Government to evaluate past performance in a fair manner.

B. PRICE: There is not a rating for the Price evaluation factor. Price analysis will be conducted by each group to determine price reasonableness. The Government’s evaluation of the proposed prices will be an analysis compiled on a spreadsheet computing the total evaluated price. The Government will evaluate each offeror’s proposed minimum percentage of patron savings by Group. The proposed unit prices of the high volume core items must reflect the application of the proposed minimum percentage of patron savings for the week specified in the solicitation, which will indicate the offerors understanding of the percentage of patron savings application. The proposed unit prices of the seasonal core items will be evaluated for price reasonableness in relation to the total requirements of the solicitation by group. If an offeror des not submit a guaranteed percentage of patron savings with its initial offer, the proposal may not receive further consideration for award for the group.

In determining price reasonableness for this requirement, the Government will use the offeror’s Market Basket Survey results, an independent Government market basket equivalent and direct competition between offers. The independent government market basket equivalent will compare the compare the commissaries’ retail selling prices of the same 60 seasonal core items stated in the solicitation, against the retail selling prices found in comparable commercial grocery stores, for the same pricing week stated in the solicitation; i.e. June 20, 2016 through June 26, 2016. The market basket equivalent will be derived from the results of market basket surveys conducted y commissary personnel assigned to 1 store locations. To evaluate the offero’s understanding of the patron savings application, the offeror’s overall adjusted price (DeCA’s selling price) of the seasonal core items will be compared against the overall average retail price of all 60 seasonal core items. The percentage difference resulting from this comparison will be compared against the guaranteed percentage of savings offered in the quotation. If the guaranteed percentage of patron savings offered in the offeror’s quote is not within 10% of the comparison results, the offeror’s proposal may not be included in the competitive range.

The Government will calculate a total evaluated price for the seasonal core items for the base period and all option years combined as described under the paragraph below entitled “Evaluation of Options.” The total evaluated price will be used as the estimated award amount.

C. AWARD WITHOUT DISCUSSIONS: The Government intends to evaluate quotes and award a contractor without discussions with offerors (expect clarifications as descried in FAR 15.306(a)).

Therefore, the offeror’s initial quote should contain the offeror’s best terms from a price, combined technical approach/risk, and past performance standpoint. However, the Government reserves the right to conduct discussions if the contracting officer and source selection authority determines them necessary. If discussions are determined necessary, the contracting officer may determine the number of most highly rated uotations included in the competitive range exceeds the number at which an efficient competition can be conducted. In accordance with FAR clause 52.215-1(f)(4), the contracting officer may limit the number of quotations in the competitive range to the greatest number that will permit an efficient competition among the most highly rated quotations (10 U.S.C. 2305(a)(4)(B) and 41 U.S.C.253(d)(2).”
