The provision at 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services, applies to this acquisition and a statement regarding any addenda to the provision. See addenda 52.212-1 for additional information.
The provision at 52.212-2, Evaluation - Commercial Products and Commercial Services, applies to this acquisition, The Government will award the contract to the offeror whose quote, conforming to the Statement of Work is most advantageous to the Government.
The following factors shall be used to to evaluate quotes:
Factor 1 - Price Factor 2 - Technical Capability to meet the technical specifications Factor 3 - Past Performance
Price Evaluation: For each CLIN, the price will be determined by multiplying the quoter’s unit price by the provided estimated quantity. The total evaluated price will be the summation of all CLIN prices, including option years. Lowest Price Technically Acceptable (LPTA) methodology will be used for this acquisition. (Multiple Awards may be possible.) An informal process of evaluating offers and comparing them to the requirements contained within the Statement of Work (SOW) will be reserved for the Requiring Activity. The prospective awardees will be the most advantageous proposal submitted to the Government considering the availability of the product and price.
Technical Capability of the Service Evaluation: The submitted quote must include a narrative statement documenting how the offeror will comply with the requirement in paragraph 7 of (attachment 1). The service will be rated on an acceptable/unacceptable basis.
https://www.acquisition.gov/far/part-12#FAR_Subpart_12_6 https://www.acquisition.gov/far/part-52#FAR_52_212_1
A standardized technical evaluation document will be given to the requiring activity for each evaluator to complete and provide a rating for each received quote.
Past Performance Evaluation: It is required that each offeror submit their past performance references.
The evaluation of past performance will be an assessment based on a consideration of all relevant facts and circumstances. The Government is seeking to determine whether the offeror has consistently demonstrated a genuine concern for customer satisfaction, and timely delivery of goods. This determination is a matter of judgment. If the offeror has no record of past performance, but is otherwise determined responsible, based on the information provided by the offeror and their service is determined to be technically acceptable, they will be rated acceptable. If the offeror does not have past performance, the offeror will be deemed as having an acceptable rating as long as it meets the technical acceptability criteria.
Evaluation Summary: A offeror will be evaluated as acceptable if their service is determined to be technically acceptable and if they receive an acceptable rating for the past performance factor. An award will be made to the acceptable offeror who quotes the best value to the Government.
