Questions and Answers

Round 2

Number Question MDA Response

For the base year and 4 option years, are all of the cylinders to be delivered by the supplier to a single point of delivery: RedStone Arsenal in Huntsville, and then government will be responsible for the pick up and transportation of those cylinders to their final destination - ie: Hawaii, Alaska?

No. The point of delivery will be provided with the delivery order.

2 Please confirm that the government will then be responsible for transportation of all of the cylinders back to RedStone Arsenal for supplier pick up. The supplier pick up point will be provided in the delivery order.

In regard to FY 23 -Three (3) separate shipments: 30 bottles to Destination, 20 bottles to Destination, and 20 bottles to Destination, and in order to review and determine that the vendor is prepared with the proper number of assets allocated towards this requirement, will the initial shipment of 30 bottles be returned prior to the 2nd shipment of 20 bottles needing to be filled, and so on for the base and option years? If not, what is the anticipated rotation of assets?

No for the initial shipment. The rotation of bottles will be approximately two (2) months from delivery to return.

4 Will the government consider the addition of a CLIN for rental should the cylinders be in the government's possession for a longer period than 30 days?

No, the Government will not consider the addition of a rental CLIN. The bottles will be in the government's possession for at least two (2) months from the date of delivery till date of return.

5 Will the government consider the addition of a CLIN for Loss of Use should the cylinder assets not be returned or are returned in a damaged condition? No. Good business practice is the supplier will have the assets insured.

6 Would the government consider purchasing the necessary quantity of assets outright in order to eliminate transportation costs back to Huntsville? No

7 Respectfully ask for the government's consideration to extend the 2/4/23 due date and allow additional time to ask questions and seek clarifications on the SOW. Extension Granted Feb 8, 2023 4:00PM CST
