Statement of Work

Gaseous Nitrogen (GN2)

1. GENERAL

The Missile Defense Agency's (MDA) mission is to develop and deploy a layered Missile

Defense System to defend the United States (U.S.), its deployed forces, allies, and friends from missile attacks in all phases of flight. The MDA Targets and Countermeasures (MDA/TC)

Program Office mission is to develop threat relevant, cost-effective targets solutions with systematic rigor that delivers quality targets for Missile Defense System testing. The MDA/TC has a requirement for Nitrogen Gas (GN2) to support the Missile Defense System test program.

2. ORDERING PERIOD OF PERFORMANCE

The ordering period for this single award Indefinite Delivery Indefinite Quantity (IDIQ) contract is from the date of award with an ordering period of five (5) years.

3. REQUIREMENT

The following requirements shall apply to each Delivery Order (DO) unless otherwise stated in the DO.

The Contractor shall provide 6000-PSI (6K) bottles of Nitrogen Gas (GN2) in accordance with

MIL-P-27401, Type I, Grade B. Purity shall be 99.99% by volume, minimum. Impurities: 100 ppm by volume, MAX; Water 11.5 ppm, total hydrocarbons as Methane 5 ppm, Oxygen 50 ppm, Argon 20 ppm, Carbon Dioxide 5 ppm, Carbon Monoxide 5 ppm.

Each individual bottle shall be tested and certified. Bottles shall be sealed with shrink-wrap after fill. The bottles shall be delivered in fifteen (15) bottle racks.

The bottles utilized for the 6000-PSI shall be capable of being transportable by military air and/or commercial air and marked with the appropriate Department of Transportation (DOT) markings. The bottles will have as a minimum a capability of being marked as DOT 3A or as

DOT 3AA. The bottles will be returned to vendor NLT thirty (30) days after completion of mission. MDA/TCT, in coordination with MDA/TCL will be responsible to contact the vendor when the bottles are ready for pickup and return. The vendor is responsible for the shipping back to the vendor facility. The contractor shall provide confirmation of receipt of the Gas Nitrogen bottles within 60 days of receipt.

5. SCHEDULING

All scheduling will be in accordance with the DO Instructions. Not less than 60 days in advance before delivery need date.

6. DELIVERY LOCATIONS

To include but not limited to Joint Base Elmendorf-Richardson (Elmendorf AFB), Joint Base

Pearl Harbor-Hickam (Hickam AFB), and Redstone Arsenal, Alabama.

Specific shipping address will be coordinated between the contractor and MDA/TCT NLT 60 days prior to delivery need date.

7. DOCUMENTATION

The contractor shall provide documentation and certifications for each bottle which shall be provided when delivered. A DO Bill of Lading (BOL) will be provided in hard copy and signed by the Government recipient of the bottles. The BOL and certifications will be provided to the

Government personnel at the Forward Staging Area (MDA/TCT, MDA/TCL, or Forward

Staging Area (FSA) Logistics Personnel).

Upon bottle return, the contractor shall provide MDA/TCT, MDA/TCL, or FSA personnel documentation confirming acceptance of the returned bottles.

8. DEFECTS AND REPLACEMENTS

MDA/TCT, FSA OIC, MDA Senior Flight Test Engineer or the FSA POC will inspect the

6000K-PSI bottles within five days of delivery for defective, broken, or malfunctioning bottle(s).

If bottles are defective, broken, or malfunctioning after inspection, MDA/TCT or MDA/TCL or

FSA Logistics Personnel will contact the vendor within five days of notice of defect to have the bottle(s) replaced. The contractor shall be responsible for the shipping and replacement costs of the defective bottle(s).

9. CHANGES TO DELIVERY DATES/LOCATION

Any changes to delivery dates or locations will be provided by the Contracting Officer to the

Contractor in writing.
