1. INTRODUCTION
Pursuant to DFARS Clause 252.237-7023 “Continuation of Essential Contractor Services (Oct 2010)”, this attachment identifies those activities and/or positions that are designated as essential contractor services supporting mission essential functions.
2. DEFINTIONS
Essential Contractor Service: a service provided by a firm or individual under contract to
Department of Defense (DoD) to support mission-essential functions, such as support of vital systems, including ships owned, leased, or operated in support of military missions or roles at sea;
associated support activities, including installation, garrison, and base support services; and similar services provided to foreign military sales customers under the Security Assistance Program.
Services are essential if the effectiveness of defense systems or operations has the potential to be seriously impaired by the interruption of these services, as determined by the appropriate functional commander or civilian equivalent.
Mission-Essential Functions (MEF): those organizational activities that must be performed under all circumstances to achieve DoD component missions or responsibilities, as determined by the appropriate functional commander or civilian equivalent. Failure to perform or sustain these functions would significantly affect DoD's ability to provide vital services or exercise authority, direction, and control.
3. MDA Mission-Essential Functions
MDA Manual 3020.01-M “Emergency Management and Continuity of Operations Response Plan” (dated 18 Feb 2018) further defines MEF as follows:
An organizational activity or information that cannot be interrupted for longer than several hours without significantly jeopardizing operation of the organization.
Manual 3020.01-M also establishes MEF 1 and MEF 2 designations as follows:
MEF 1: Provide BMDS Readiness and Sustainment Support to the Warfighter.
Essential Function: Provide persistent BMDS management, engineering, and operational support to military service components and geographic combatant commanders through execution of BMDS Configuration Control & Planning, Asset Management of BMDS elements, Operational Readiness Reporting support, and providing coordination and responses to BMD-related Requests for Analysis and Information.
MEF 2: Manage, Direct, and Execute the Development and Delivery of the BMDS.
Essential Function: Provide BMDS programmatic policy and research and development of the BMDS and BMDS portfolio management.

5. MEF and Non-MEF During Agency-wide Telework Periods
The functions cited herein are considered mission essential, irrespective of the contractor’s ability to perform some or all of these particular functions through remote/telework procedures. Specifically, during crisis events such as a pandemic in which facilities are locked down and agency-wide telework is initiated, any of the MEF stated herein shall be performed through telework to the maximum extent practicable. Specifically, the MEF designation, in and of itself, does not necessarily require on-location support.
However, some MEF-designated positions may not be suitable for telework and thus, must be authorized to perform on-location. These positions shall be designated in the contractor’s plan and approved by the Government. Any other additions, if identified during a crisis period, must be authorized by the Contractor Officer.
