About this file

This document is a Product Description for a hosted Library Services Platform required by the George C. Marshall European Center for Security Studies' Research Library. The library currently supports faculty, staff, participants, and alumni at the College of International and Security Studies, with approximately 75,000 items in its collection across English, Russian, and German languages.

The library requires a robust and flexible cloud-based Library Services Platform (LSP) that can integrate with its existing workflows for print and electronic resources. The LSP must provide core library operations including circulation, cataloging, acquisitions, serials control, and analytics, as well as support for non-Roman scripts and Romanized transliteration. The LSP must also integrate with the library's discovery, access, and remote authentication systems. The Library seeks a hosted LSP offered by subscription, with a base period beginning May 1, 2024 and up to four one-year option periods.

SUBJECT: Product Description for a hosted Library Services Platform

1. Customer Overview.

The Marshall Center Research Library (hereafter "Library") supports the faculty, staff, participants (i.e., students) and alumni in the College of International and Security Studies at the George C. Marshall European Center for Security Studies. Although the Marshall Center Research Library is located in southern Germany, it is a U.S. federal academic library and conforms to the current cataloging standards and the Library of Congress classification system.

a. The Library functions in an online environment as well as a physical library. The Library's current holdings total is approximately 75,000 items, which includes multilingual materials in English (± 65%), Russian (± 25%) and German (± 10%). The use of non-Latin script for Russian materials is utilized. Both Cyrillic script and transliteration are produced, but Cyrillic script is preferred for the main listing.

b. In line with the current trends in libraries the Library has significantly increased its subscriptions to electronic resources over the past decade, and therefore the workflows for print versus online resources requires a robust yet flexible Library Services Platform (LSP) that integrates this new technological change in libraries.

c. The Marshall Center Research Library migrated to PTFS Koha/LibLime/Bibliovation in June

2016. Prior to this date we used the OCLC WorldShare Management Services LSP.

d. The Library Services Platform is critical to library operations. Not only does this system store and maintain our bibliographic records but also serves as our enterprise platform for providing library services such as resource discovery and access, cataloging, circulation, serials control, and to access built-in report queries.

e. The Library seeks a hosted library services platform offered by subscription with the base period beginning 1 May 2024 and with up to four option years.
