Sources Sought Number: HQ084719R0002
Agency/Office: Washington Headquarters Services/Acquisition Directorate (WHS/AD), Germany
Title: Audiovisual Maintenance and Operations Support Services to the George C. Marshall European Center for Security Studies (GCMC)
Location: Garmisch-Partenkirchen, Germany
Customer: GCMC, Defense Security Cooperation Agency (DSCA)
NAICS Code: 512290 - Other Sound Recording Industries
Background/Overview: The George C. Marshall European Center for Security Studies is an international organization funded by the United States Department of Defense and the German Ministry of Defense. Its mission is to create a more stable security environment by advancing democratic defense institutions and relationships; promoting active, peaceful engagement; and enhancing enduring partnerships between the nations of America, Europe and Eurasia.
The mission of the GCMC Directorate of Business Operations (DBO), Chief Information Office (CIO), is to provide support for the development, integration, implementation, and operation of computer hardware, software, and associated network and communications systems in support of the GCMC mission.
Within the CIO, the Visual Information Division (VID) is responsible to operate and maintain three (3) tri-lingual lecture/conference halls with control rooms or booths, and which hold 234, 100, and 75 persons respectively, as well as 17 seminar rooms, two (2) executive conference rooms, two (2) smaller conference rooms, and several dozen offices with televisions and video playback equipment.
The GCMC consists of approximately 500 Staff and Student personnel. The GCMC maintains classes, lectures and special events which are conducted with simultaneous interpretation in up to four languages using the Philips/Bosch Digital Congress Network (DCN). Routings and control of all lecture/conference halls are conducted using the Crestron Control System, and all audio routings and distribution are handled by the Sound Web Control System.
Lectures and events are recorded onto a computer hard drive or portable storage disk and edited through Adobe editing software in digital formats. Seminar rooms are equipped with hard-wired tabletop microphones, dual computers and flat-screen displays to allow for a wide variety of teaching aids as part of the course curriculum. Classes and presentations are conducted using computer based presentations software, discs, digital media, and Video-teleconferencing via Tandberg 6000, Life size, Adobe Connect, and the linking of the two large lecture/conference facilities that can be joined via fiber optic connection and a Multi-CCU configuration of the DCN. Classes and lectures are recorded live using professional audio mixers, video switchers, scan converters, and cameras controlled by the DCN. GCMC currently uses reflective rear projectors in all three (3) lecture/conference halls. The Government is in the planning phase for potential upgrades to a laser projection system in the three (3) lecture/conference halls, as well as potential video walls in the two (2) larger lecture/conference halls.
