About this file

This document is a Questions and Answers (Q&A) set dated 27 OCT 2025 for a microelectronics systems contract. The document clarifies two key points about the proposal submission: First, there are 14 Manufacturing/Integration Tasks from Sections 3.1.1 to 3.1.14, with four tasks (Sections 3.1.3, 3.1.4, 3.1.8, and 3.1.9) being required. Vendors are expected to address at least 6 of the remaining 10 tasks in their proposals, though they have the flexibility to omit or not bid on up to four tasks. Second, the document specifies that past performance documentation is considered a separate document from the technical proposal and does not count toward the 5-page technical proposal limit.

Questions Set 4 – 27 OCT 2025

1. Could you specify the 10 Microelectronics Systems Manufacturing and Integration tasks? The PWS only shows 3.1.8 - 3.1.14 as microelectronic specific.

There are 14 Manufacturing/Integration Tasks enumerated from Sections 3.1.1 to

3.1.14. Four of these tasks are required: Sections 3.1.3, 3.1.4, 3.1.8, and 3.1.9. And of the remaining 10, we would like to see at least 6 included in the vendor proposals. Said another way, they can omit or no bid four of the remaining tasks. But they can also write to all 14 in their proposal.

2. Does past performance documentation count into the 5-page limit?

No. The technical proposal and past performance documentation are considered two different documents.
