ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS

Submission of Offers:

Offerors are required to be registered in SAM at the time an offer is submitted.

Offer Submittal. Offers are due to the Contract Specialist, Ryan Tung, by 1400 / 2:00 p.m. (PST) Wednesday, 11 May 2022. Via E-mail: ryan.c.tung.civ@mail.mil

The Government may reject any or all quotations. The Government reserves the right to cancel this solicitation at any time. The Government will not reimburse any proposal preparation costs or other expenses incurred to respond to this notice.

A Firm-Fixed-Price (FFP) award shall be made to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government based on factors specified herein:

Factor 1. Technical: Each offeror is to provide product number/product name/quantity relevant to fulfilling DMEA’s listed requirements. Each offeror shall provide verification that their capabilities comply with ITAR requirements.

Factor 2. Price: Each offeror shall provide price of proposed products and associated shipping, and warranty cost.

Factor 3. Past Performance: Each offeror shall provide, current contact information (telephone number, or email address for a point of contact) within the last (2) years, for Government or commercial contracts that have been completed and were for projects similar to this SOW.

FAR 52.212-2 EVALUATION—COMMERCIAL ITEMS (Oct 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Factor 1: Technical

Each offeror shall include, no more than 3 pages, within their offer technical details demonstrating that the PCB Fabrication and Assembly design package have been understood, including:

a. PCB Fabrication process parameters and specifications, including: Dielectric Material, Board thickness, Board dimensions, Layer count, Copper thickness, surface finish, solder mask color, silkscreen color, smallest drilled hole, holes per board, and minimum trace/space.

b. PCB Assembly process parameters and specifications, including: solder/flux composition, reflow/soldering temperatures, and total component count.

c. PCB Fabrication process validation/inspection criteria and procedures.

d. PCB Assembly process validation/inspection criteria and procedures, including functional continuity/electrical testing and impedance mapping criteria and procedures

Factor 2. Price

Each offeror shall provide a proposal with a cost breakdown for (1) the fabrication of required PCBs, (2) the procurement of necessary electronic components, and (3) incremental manufacture of required PCBAs. Proposals will be rated against the government’s estimates.

Factor 3: Past Performance

Each offeror shall provide a short narrative summary that details their previous experience performing similar work in the past two (2) years.

The best value criteria listed above are in descending order of importance with Factors 1, 3, 2.

All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.

All factors will be evaluated by how well the proposal meets the Government’s requirement above and rated based on standards for combined technical acceptability and risk ratings:

Color Rating Description Blue Outstanding Fabrication and Assembly plan exhibit ALL specifications required; risk of unsuccessful performance is low.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial products or commercial services. Wide Area Workflow (WAWF) Invoice and Receiving Report Submittal Instructions (DMEA #S16-012)

WAWF application available through Procurement Integrated Enterprise Environment (PIEE) and is the method to electronically process vendor payment requests and receiving reports, as authorized by DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

To access WAWF, the Contractor shall—

Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov/SAM/; and

Be registered to use WAWF at https://piee.eb mil/ following the step-by-step procedures for self-registration available at this web site.

WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the training webpage at https://pieetraining.eb.mil/wbt/xhtml/index.xhtml.

WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

The Contractor shall submit Item Unique Identification IUID data “as part of the Material Inspection and Receiving Report” (as required by DFARS 252.211-7003) on delivered end items during the acceptance process.

(4) Defense Finance and Accounting Service (DFAS) information may be accessed using the DFAS website at http://www.dfas mil/. Payment status information may be accessed using the myInvoice system in WAWF (myInvoice system requires registration in the WAWF system) or by calling the DFAS Columbus helpdesk at 800- 756-4571(Select Option 2, then Option 2 again). The contract number and shipment/invoice number will be required to check payment status.
