STATEMENT OF WORK (SOW)

1.0 SCOPE: Fabricate and Assemble Wolf Systems to fulfill a Quick Reaction Engineering (QRE) Customer order for 600 working Wolf units.

1.1 TITLE: Wolf Fabrication and Assembly

1.2 APPLICABILITY: The QRE Program frequently builds developmental, prototype, and production units for external DoD Customers.

1.3 BACKGROUND: The Wolf System is one of the QRE Program’s Satellite Communication (SatCom) devices that is frequently requested by QRE Customers.

1.4 PURPOSE: Fabricate Wolf System Printed Circuit Boards (PCBs) and Assemble Components provided by DMEA onto the PCBs. Deliver the PCB Assemblies (PCBAs) to DMEA for programming, verification testing, and deployment to QRE Customer.

3.0 REQUIREMENTS:

3.1 GENERAL REQUIREMENTS:

3.1.1 RESERVED

3.2 PROGRAM MANAGEMENT: The contractor shall perform administrative, technical, financial management, during the course of this effort and shall maintain a status of their effort towards achieving the CET objectives, including all technical activities and efforts, problems/deficiencies, impacts, and recommended solutions.

3.3 TASK REQUIREMENTS: Fabricate and Assemble prescribed quantities of Wolf PCBAs in accordance with Design Documentation, Fabrication and Assembly Specifications, and applicable IPC Standards, including J-STD- 001 Class 3 requirements.

3.3.1 PCB FABRICATION REQUIREMENT: Produce sufficient quantities of Wolf PCBs to support the assembly of 600 Wolf PCBAs; Refer to Fabrication Specification documents for board thickness, layer, surface finish, and tolerance details. Panelization requirements will be left to vendor discretion. The contractor will also provide the following technical reports: PCB Electrical Tests, Impedance Tests, and Assembly Inspections. (A001, A002, A003).

3.2.2 PCB ASSEMBLY REQUIREMENTS: Assemble the Wolf PCBAs and deliver them to DMEA in accordance with the delivery schedule included forthwith. Assemblies shall be assembled and soldered in accordance with J- STD-001 Class 3 guidelines using Tin-Lead Solder and adhere to IPC-A-610 Class 3 inspection criteria. Note: the following incremental delivery dates do not constitute a requirement to perform assembly tasks on separate dates; all units could be assembled in a single assembly run and delivered in batches as post assembly and quality control processes are completed.

3.3.2.1 REQUIREMENT: Deliver a quantity of 200 Wolf PCBAs to meet a delivery date of May 31, 2022.

3.3.2.2 REQUIREMENT: Deliver a quantity of 200 Wolf PCBAs to meet a delivery date of June 15, 2022.

3.3.2.3 REQUIREMENT: Deliver a quantity of 200 Wolf PCBAs to meet a delivery date of June 30, 2022.

3.4 PROGRAM SUMMARY: None
