DMEA #19-22
Defense Microelectronics Activity 4234 54th Street, McClellan, CA 95652
PWS 19-9D6
Sole Source Justification and Approval
1. Agency and Contracting Activity:
Office of Secretary of Defense, Defense Microelectronics Activity (DMEA).
2. Nature/Description of Action:
Approval is being requested for a new Firm Fixed Price contract for radioactive low dose irradiator needs cart system.
3. Description of Supplies/Services:
The purpose of this task is to design and install an experiment cart drive upgrade in the low dose irradiator. The estimated price is $50,000.00.
4. Authority Cited:
FAR 13.106(b)(1), Soliciting from a single source.
5. Reason for Authority Cited:
According to Registry of Radioactive Sealed Sources and Devices Safety Evaluation of Sealed Source No:
CA598D113S, September 21, 2015, the manufacturer for Model 484 Irradiators is J.L. Shepherd & Associates.
Under the Limitations and/or other considerations of use, the following is stated:
“Installation, dismantling, relocation, maintenance and repair of the device shall be performed only by the manufacturer.”
If sealed source and device registry regulations are ignored, the State of California and the Nuclear Regulatory Commission (NRC) could terminate DMEA’s use of the device. In addition, if the NRC determines that the licensee knew that the replacement source did not meet sealed source and device registry regulations, the NRC could do a license termination due to a deliberate and willful license violation. Without a license, DMEA would be unable to test radiation hardness of electronics components and systems.
6. Efforts to Obtain Competition:
None
7. Fair and Reasonable Cost Determination:
I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. This determination is based upon the independent government estimate.

8. Market Research:
The Low Dose and High Dose irradiator and radioactive sources were purchased from J.L. Shepherd & Associates in the mid-1990s. They are the original manufacturer of the irradiator and sealed radioactive

sources. The manual cart currently installed in the Low Dose Irradiator is not as accurate as the one in the High Dose Irradiator. ISO17025 certification officials have recommended replacement of the current cart with a new one similar to High Dose Irradiator Cart. New cart design shall be based on the current High Dose Irradiator cart system.
9. Other Facts:
None
10. Listing of Sources:
J.L. Shepherd and Associates 1010 Arroyo Ave San Fernando, CA, 91340-1822
11. Actions to Increase Competition: None
12. Contracting Officer Certification: I certify that this justification is accurate and complete to the best of the contracting officer’s knowledge and belief.
