1. Agency and Contracting Activity: Office of Secretary of Defense, Defense Microelectronics Activity (DMEA).

2. Nature/Description of Action: The project involves providing new Haworth Systems Furniture and installing it in Building 600 room 101 and Building 620 room 115. This will be a New Frim Fixed Price Contract with Facility FY18 RDT&E funds.

3. 4. Authority Cited:

FAR 13.501(a)(1)(ii) Test Program for Certain Commercial Items, this document constitutes justification for other than full and open competition for the acquisition described herein, under the authority of 41 U.S.C. 1901 or 41 U.S.C. 1903.

5. Reason for Authority Cited: Since 2013, DMEA has standardized on Haworth modular furniture in all new or refurnished office areas to ensure compatibility for future reconfigurations needed for mission changes. This standardization is the result of market research done by DMEA and Mark G. Anderson Consulting (MGAC). MGAC supported the DMEA Building 2 requirement definition, design and implementation. Haworth was selected because of its ergonomic feature, space saving, yet functional design, as well as its favorable price.

Due to Haworth’s distribution network, there is only one authorized Haworth provider in the Sacramento region, Western Contract. Western Contract offers Haworth’s centrally negotiated GSA pricing, and has proven itself a reliable and responsive vendor. They are uniquely qualified to support the layout, delivery and installation of Hayworth modular furniture at DMEA.

6. Efforts to Obtain Competition:. By selecting the best featured and priced furnishings (modular furniture, chairs) available that meet DMEA’s standardization requirements, and then buying direct from the manufacturers authorized regional distributers at GSA negotiated prices, DMEA is ensuring government needs are met with as many sources as possible.

7. Contracting Officer’s Fair and Reasonable Cost Determination:

I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable, and this justification is accurate and complete to the best of my knowledge.

8. Market Research: Per the Haworth web site dealer locator at http://www.haworth.com/where-to-buy/showrooms-dealers and entering the search word “95652”, Western Contract is the only Authorized Haworth Dealer in the metropolitan commuting area. Only a Haworth dealer has the necessary specialized training and experience with Haworth modular furniture disassembly, installation and parts. Also, as a Haworth Dealer, Western Contract has the full back- office design staff and capabilities to prepare and maintain Haworth layouts and to prepare parts lists required for the new layout.

Western Contract also has available manufacturer support from Haworth if needed for technical issues.

9. Other Facts:

a. This acquisition requires the use of the same type and similar models of modular furniture from the same manufacturer (Haworth), to be purchased and installed in a new locations.

DMEA requires consistency throughout its campuses for future growth and interchangeability of modular office furniture. Western Contract being the only preferred Haworth Dealer in a eighty (80) mile radius of DMEA, which reduces any potential transportation fees that may be incurred as a result of the Contractor having to store items at one of its facilities due to limited storage on-site, is uniquely qualified to provide the services and supplies necessary to fill this requirement, based on their affiliation with the furniture manufacturer. The specialized experience with the Haworth brand of furniture, allows for an efficient configuration and installation of the new modular furniture within the parameters affecting the vendor. Western Contract’s excellent, past performance of the same services in other locations in the DMEA campuses (HQ0727-17-P-0015), also makes Western Contract, uniquely qualified to be the only responsible source.

10. Listing of Sources: No sources have expressed interest in writing. Western Contract has previously performed work under HQ0727-17-P-0015

11. Actions to Increase Competition: . NONE

12. Technical or Requirements Certification:

I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
