Justification and Approval for Other Than Full and Open Competition

1. Agency and Contracting Activity: Office of Secretary of Defense, Defense Microelectronics Activity

2. Nature/Description of Action: Approval is being requested for a FFP contract for electronic test equipment using RDTE funds.

3. Description of Supplies/Services: The contractor shall supply Programmable Vacuum / Pressure Furnace System and related optional items as described in the attached SOW and SST International quote # 10240 REV. B.

4. Authority Cited: This document constitutes justification and approval for other than full and open competition for the acquisition described herein, under the authority of FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency requirements.

5. Reason for Authority Cited: The current furnace has reached an end of life support by the manufacturer. Replacement parts for this tool are no longer being manufactured and have become obsolete and/or unavailable. If the current furnace fails and no replacement components are available, there is a high risk of not meeting production requirements. A lot of time and effort has been spent developing processes and recipes with the current tool. These processes and recipes can and will be transferred to the new equipment saving DMEA training time, process development and money. The Model 3130 Programmable Furnace System will be a form fit function replacement to the current obsolete tool and will not adversely impact the current process line as well as require additional lab space/construction.

6. Efforts to Obtain Competition: The notice required by FAR 5.201 shall be published on the Government Point of Entry (Fedbizops) and any proposal received shall be considered.

7. Contracting Officer’s Fair and Reasonable Cost Determination:

I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable.

8. Market Research: Market research was conducted by DMEA engineers to find a new system to replace the current but obsolete Programmable Vacuum / Pressure Furnace System.

The following elements were used to make our determination:

a. Internet search was conducted to find systems that had needed capabilities.

b. DMEA personnel reviewed catalogs and literature from manufacturers.

c. During the search, only two systems stood out as possible candidates. DMEA personnel visited both manufacturers and saw demonstrations of the systems.

The following two systems were investigated and analyzed to find a replacement tool for

DMEA.

Tool Manufacturer

1. AX5000 Atmospheric Enclosure and accessories Miyachi Unitek

2. Model 3130 Programmable Vacuum and Pressure Furnace SST International and Accessories

The Miyachi Unitek system is a completely different system / technology. It has limited through put as you are working with one part at a time. For ISO 9001 purposes, the system must be validated with new processes and recipes. System validation and development of new recipes could take from 6 months to a year.

The Model 3130 is offered by SST International. DMEA’s current but obsolete furnace system is also manufactured by SST International. Transfer of the recipes to Model 3130 will take less time. Model 3130 has a higher through put as it can handle up to 9 parts at a time.

After an extensive research, visits to manufacturer’s facilities and demonstrations of the two possible options, it was the determination of DMEA engineers that the system offered by SST International will be the best option to replace the current but obsolete SST International system.

It will take the least amount of time and money to certify it to ISO 9001 standards and cause minimal delays to the customer’s projects.

9. Other Facts: SST International Model 3130 Programmable Vacuum / Pressure Furnace System is manufactured by the same company as the existing but obsolete furnace that DMEA owns. With the purchase of this equipment, no changes will be required in the process line and all of the existing support equipment will be compatible with the new system. All of the existing process recipes will be transferred to the new system providing a one for one form fit function replacement causing minimal delays to the current and upcoming work load.

10. Listing of Sources: To date, SST International has expressed interest in writing providing a new system (Model 3130 Programmable vacuum / pressure furnace system) that will utilize all existing recipes, processes and related support equipment. This will result in saving DMEA training, process development time and money.

11. Actions to Increase Competition: None

12. Technical or Requirements Certification:

I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
