DESCRIPTION/SPECIFICATIONS

Performance Work Statement Joint Expeditionary Team Counter-Improvised Explosive Device Operational Support

1.0 Background

Improvised explosive devices (IEDs) are a significant threat to deployed US forces and are the primary source of US casualties. The Joint IED Defeat Organization (JIEDDO), together with the Military Services and the Department of Defense (DOD) is addressing the IED fight in a holistic way, using a balance of intelligence, training and technology. The Counter-IED (C-IED) effort is a Joint, Interagency, and Multi-national community of action designed to leverage all available resources and technologies in a coordinated campaign to eliminate IEDs as weapons of strategic influence. As the DOD lead, JIEDDO must rapidly provide C-IED capabilities in support of Combatant Commanders.

2.0 Objectives and Scope

2.1 The Joint Expeditionary Team (JET) will provide rapidly deployable expertise in all aspects of C-IED operations to support US forces worldwide (combat and non-combat), gather information, conduct quick look assessments, provide advisory support to deployed forces, conduct unit debriefs of redeployed forces, participate in training missions and pre-deployment activities, participate in information exchanges as requested by Combatant Commanders (CCMDs), and advise the JIEDDO leadership on C-IED lessons learned and effectiveness quick looks.

3.0 Tasks and Deliverables

3.1 Embed with Operational Units. The Contractor shall support JIEDDO with assisting supported unit and subordinate echelon planners to employ all C-IED assets for Attack the Network operations. Provide direct counter-IED training support advice as directed by JIEDDO to combatant commanders and subordinate components before and after their deployment as required. Analyze Tactics, Techniques, and Procedures (TTPs) to provide JIEDDO and US forces with best practices and effective solutions to enduring IED challenges. Conduct analysis in such a manner that considers all operational environments across the range of military options and joint campaign continuum. Observe, collect, develop, validate, and disseminate emerging C-IED TTPs. Assist US forces in the identification, training, and integration of enduring and emerging C-IED technologies.

3.1 Deploy to current theater of operation for 90-120 days to advise and assist organizations by enhancing situational awareness, identifying capability gaps, and improving C-IED material/non-material solutions, systems, processes, initiatives, and strategies while operating within JIEDDO’s three Lines of Operation (LOOs); Attack the Network (AtN), Defeat the Device (DtD), Train the Force (TtF). Embed within units and organizations executing their operational missions and tasks across a diverse Operational Environment (OE); e.g.: OE Shaping and Management, Full Spectrum Operations (Offense, Defense, Stability, and Civil Support), Irregular Warfare (Counterinsurgency (COIN), Counter-Terrorism (CT)), U.S. Homeland Defense, and Training Support. Observe and collect first-hand C-IED related information, then analyze and disseminate current and relevant friendly or enemy Tactics, Techniques, and Procedures (TTPs), lessons learned, and best practices to the C-IED Community of Action, e.g. operational military and SOF elements, federal agencies, academic institutions, and training centers. Provide support to the Combat Training Centers (CTCs), units on Service installations, test sites and areas, interagency groups, and the Service’s Training Commands in conducting requirements analysis, assessment, and definition of training requirements enabling the fusion of intelligence, operations, and materiel/non-material solutions in support of the C-IED mission. Assist supported US units throughout the pre-deployment training and exercise phase in all aspects of C-IED plans and operations.

3. 2 Advise and Support pre-deployment training. The Contractor shall support training missions involving US forces preparing for combat deployments and contingency operations across the globe. Support may include the Combat Training Centers (CTCs), home station training on installations, test sites and areas, and integration of interagency entities into some training scenarios. Support shall be characterized, but not limited to, requirements analysis, assessments, and development of training requirements enabling the fusion of intelligence, operations, and materiel/non-material solutions in support of the C-IED mission. The contractor shall provide counter-IED training support to all Mission Rehearsal Exercises (MRXs) and unit Battle Staff training as directed. Maintain awareness and insert into training venues emerging C-IED technologies and initiatives. The contractor may assist operations research personnel in and conducting counter-IED training support initiative assessments.

3.3 Transition Plan

3.3.1 The Contractor is responsible for performing all tasks necessary to ensure personnel detailed in paragraph 4.1 report to JIEDDO no later than 30 days from the date of the award, in order to begin the transition process with the incumbent.

3.3.2 The Contractor shall provide the Contracting Officer and Contracting Officer Representative (COR) a weekly report by email that outlines the steps taken in the previous week to ensure that the Contractor is on track to have all personnel hired no later than 30 days after award. The report shall identify any issues that may prevent the Contractor from meeting its obligations to perform the tasks outlined in the PWS.
