RFI RESPONSES
RFI for Production Music and Sound Effects HQ0516-23-R-0002
Q1a. 120,000 music tracks - As in fully new produced pieces of music ranging from 1-3 minutes in length of various genres? Or perhaps you mean music track stems files where each music track would be a single instrument or group that can be combined with others to create music?
A1a. Both, music tracks of various length and genres and tracks with single instruments tracks included.
Q1b. 10,000 Sound effects - I would request real-world examples of what these sound effects are for. I would imagine you mean foley or general movie sound effects like a gunshot, a thunderstorm, or more synthesized ones like a laser beam from a star ship.
A1b. We are looking for an extensive library of sound effects that can be used for different types of productions.
Q1c. It may also be the case that you already have some of these files and simply wish for a way to properly format and organize them via a website accessible from anywhere. I think if you could give me a real-world example from a user standpoint, I will be able to better understand what you need accomplished.
A1c. We are looking for the ability to access production music and sound effects from a website from anywhere in the world. We are not looking for someone to build, organize, or manage downloaded media.
Q1d. It seems you already have an established team and are looking for additional ‘music production and sound effect’ audio engineer members to complete this task. Is this correct?
A1d. No, we are not looking for an audio engineer. A library of production music and sound effects available via a website is what we are looking for.
Q2a. Can I submit a solicitation without a CAGE code? It is still pending.
A2a. To be eligible for an award, the vendor must have a cage code and be registered in SAM. (System for Award
Management)
Q2b. I see that the previous contract was with Universal Production Music. How much was the UPM contract for?
Our catalog contains 200,000+ tracks of music (more than the 120,000 required) but only about 3,000 sound effects (less than the 8,000 minimum). Should I submit anyway?
A2b. Any requested information on a previous contracts must be submitted as a FOIA request.
Q3a. Are you able to share which entities will be included in this agreement? I ask because, since the request covers blanket use on television, if the Army or Marines and related 3rd parties are included, that would open this up to use on, say, a Super Bowl commercial by an advertising agency on behalf of the Marines. This doesn't impact things on the sound effects side, but it does matter for pricing the music library.
A3a. All personnel within the Defense Media Activity entities (https://www.dma.mil/) to include but not limited to, the American Forces Network (AFN), Stars and Stripes, defense.gov, the Defense Video & Imagery Distribution
HQ051623R0002
System (DVIDS), Defense Information School and each Services’ production department. A usage license must cover all media used regardless of distribution method, to include television, radio, internet (VOD, Streaming), DVD and social media and must be available for use in perpetuity.
Q3b. Can you explain a bit the need for 700 user accounts? That is an unusually high number of accounts.
Will there actually be 700 unique individuals needing access to music and sound effects?
A3b. There are over 700 producers within the Defense Media Activity, they will each need their own accounts for accountability. It is against Department of Defense policy for users to share username/ password accounts.
Q4. Please explain the request for 700+ users, Will the scope of use be as expansive as requested?
Q4. There are over 700 producers within the Defense Media Activity, they will each need their own accounts for accountability. It is against Department of Defense policy for users to share username/ password accounts.
