The Period of Performance shows a 6-month base year, but the CLINs (p. 3) show 5-months. Is this because the first month of the base year will be covered by phase-in?

If the current contractor is awarded the contract, will CLINs 0001 and 0002 be adjusted to 6 months with a start date of July 1, or will these CLINs remain at 5 months with a start date of August 1?

Yes, the base period of performance is for 6 months total. There is a 1-month phase in period under CLIN 0009 and the remaining CLINs 0001-0008 are for 5 months.

If the incumbent contractor is awarded the contract, no phase in period will be required, performance will begin 1 July 2021.

If CLIN X007 can only be used for unforeseen/emergency situations, can the contractor price anticipated/non-emergency overtime into the FFP labor CLINs (if needed)?
Offerors are to provide a firm fixed price for each CLIN in light of the scope of the work described in the requirement/solicitation and the only time the Government is to provide additional funds to the contractor (which would include any overtime or adding personnel) would be when the service required exceeds the normal work requirements or there is an increase in the scope of work associated with a CLIN.

Offerors are encouraged to propose the means for pricing a modification whenever the service required exceeds the normal work requirements or there is an increase in the scope of work associated with a CLIN.

Should CLIN 1001 and 1002 (all option years) be 12 months vs. 1 lot?
Yes, this is an oversight. The quantity and unit of issue is corrected in the RFP amendment 01.

Given that the ODC’s are Cost Reimbursable CLINs and will be used to support unforeseeable repairs, will the Government be providing a plug figure, or should the contractor recommend/estimate ODCs?

If the estimated ODC does not cover the actual annual costs, will there be an opportunity for the COR or Contractor to request additional funds?

The Government will provide plug numbers for the Other Direct Cost for each year.

This cost reimbursable CLINs may be increased, during contract performance, if the Government determines there is a need.

Please clarify, “Travel in and around the primary place of performance may be required…”

Will a Travel CLIN be added, if needed?

Local travel in and around the primary place of performance is not reimbursable. Performance Work Statement paragraph 10 is updated for clarity.

The Government does not anticipate travel in performance of the contract. However, if the need arises, travel cost will be added as a separate CLIN.

The Past Performance section identifies References and Questionnaires. We see the attachment L-1 for the references. Can you please elaborate on the questionnaire requirement?
In accordance with the RFP, Section L, Offerors shall submit information using the format contained in Attachment L-1, Past and Present Performance Information, that you consider most relevant in demonstrating your ability to perform the proposed effort. The information submitted shall reference only the offeror’s past performance on the submitted effort, rather than the past performance of other contractors on the submitted effort.

In accordance with RFP, Section M, the past performance evaluation factor assesses the degree of confidence the Government has in an offeror’s ability to supply products and services that meet users’ needs, based on a demonstrated record of performance.

Please confirm whether the resumes are to be submitted in Vol I per page 120 or Volume II per page 117 / Table 2.2.
In accordance with RFP, Section L, table 2.2 proposal organization, resumes shall be provided under volume II. The reference to resumes under Volume I, para 3.4 was an oversight and is moved to Volume II, para 4.1.1.

Are the inventory/equipment attachments intended to be a current list of equipment that the contractor will maintain for each location/entity?

Note: The Riverside attachment includes about 100 items only, which are VTRs, Beta Players, and similar and the Fort Meade attachment includes several vehicles, HVAC, a refrigerator, and similar.

This list provided is a tentative list of inventory/equipment for each location.

Are there any anticipated concerns with funding or exercising option years given the contract year ends on December 31?
No.
