ADDITIONAL RESPONSES

Response to Additional Questions

1. Are they any restriction on the Antenna manufacturer country of origin?

Answer: Only from designated countries. See FAR 25.1 Buy America-Supplies

“Designated country” means any of the following countries:

(1) A World Trade Organization Government Procurement Agreement (WTO GPA) country (Armenia, Aruba, Austria, Belgium, Bulgaria, Canada, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hong Kong, Hungary, Iceland, Ireland, Israel, Italy, Japan, Korea (Republic of), Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Moldova, Montenegro, Netherlands, New Zealand, Norway, Poland, Portugal, Romania, Singapore, Slovak Republic, Slovenia, Spain, Sweden, Switzerland, Taiwan (known in the World Trade Organization as “the Separate Customs Territory of Taiwan, Penghu, Kinmen and Matsu (Chinese Taipei)”), Ukraine, or United Kingdom);

(2) A Free Trade Agreement (FTA) country (Australia, Bahrain, Canada, Chile, Colombia, Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, Korea (Republic of), Mexico, Morocco, Nicaragua, Oman, Panama, Peru, or Singapore);

(3) A least developed country (Afghanistan, Angola, Bangladesh, Benin, Bhutan, Burkina Faso, Burundi, Cambodia, Central African Republic, Chad, Comoros, Democratic Republic of Congo, Djibouti, Equatorial Guinea, Eritrea, Ethiopia, Gambia, Guinea, Guinea-Bissau, Haiti, Kiribati, Laos, Lesotho, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Nepal, Niger, Rwanda, Samoa, Sao Tome and Principe, Senegal, Sierra Leone, Solomon Islands, Somalia, South Sudan, Tanzania, Timor-Leste, Togo, Tuvalu, Uganda, Vanuatu, Yemen, or Zambia); or

(4) A Caribbean Basin country (Antigua and Barbuda, Aruba, Bahamas, Barbados, Belize, Bonaire, British Virgin Islands, Curacao, Dominica, Grenada, Guyana, Haiti, Jamaica, Montserrat, Saba, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Sint Eustatius, Sint Maarten, or Trinidad and Tobago).

2. Can we use a substitute for the ACU 7134?

Answer: Yes, as long as it is equivalent to it and the specifications are the same.

3. Since ASC has informed us that they cannot modify the existing 3.7 meter antenna and a new one is quite expensive, would it be possible to bid a 3.7 meter prime focus with same performance in its place?

Answer: Yes as long as the antenna performs the same operation

4. Would it be possible to bid a non US manufacturer if we supply all US Made antenna electronics?

Answer: The Buy American statute restricts the purchase of supplies that are not domestic end products.

For manufactured end products, the Buy American statute uses a two-part test to define a domestic end product. The article must be manufactured in the United States; and the cost of domestic components must exceed 50 percent of the cost of all the components.

5. Are there any countries we cannot use?

Answer: Please see Question 1. These are the only countries that are designated to make purchases from.

6. Is it possible to substitute the 1230 deice controller and the 7134 antenna controller with a different manufacturer?

Answer: Yes, as long as characteristics and specification are equivalent to it

7. Can a layout or drawing of the site be provided showing distances between antennas and equipment locations?

Answer: Provided a picture and diagram of the Antenna layout already can go to google maps (39.091312, -76.744039) measure distance if needed. The longest cable run to the shelter is approx. 250 feet.

8. Does Government now intend to add a new CLIN for a UPC and beacon receiver or should it be included as an optional item?

Answer: If the vendor is providing a quote of these items they should be included in their quote as optional item. If items are incidental to the installation of the equipment then there will not be an additional CLIN.

9. Will Government provide the desired specifications for the UPC?

Answer: Needs to be able to control remotely and our plant is 75 Ohm

10. Would Government please clarify if the SSPAs are required to be 200W Plinear or Psat there is a very large cost difference in these two solutions.

Answer: Would prefer Plinear but either solution is acceptable

11. Is there a 10Mhz reference standard available for the SSPAs or should they be internally clocked?

Answer:They would need to be internally clocked until the signal generator is installed at the shelter.

12. Is a dehydrator system required for the 7.3m system? If so will a CLIN be added for it?

Answer: Put as a non-listed, but recommended items as “optional” in the quotation quote

13. Please describe connectivity requirements (or system demarcation point) concerning the IFL cabling terminating in the racks and indoor equipment (encoders, IRD’s, spectrum analyzers, etc.). Is the contractor to provide dividers, patch panels, switchers or otherwise? A simple system block diagram would be helpful.

Answer: The contractor will be responsible to terminate all cable to the equipment they install in the main shelters racks, patch panels are already installed in the building and will use the open ports to run cables to.

14. Please describe the approval process required for the civil works (drawings, soil testing, cure tests, etc.).

Answer: None needed as the Satellite farm has been approved for multiple antennas which these fall into

15. Is a milestone payment plan to be negotiated with the successful awardee? Should a preference be submitted as part of the quotation?

Answer: Payments will be made once items are received and accepted by the government. Installation will be paid based on percentage of completion (will be negotiated with awardee)

16. Delivery for some of the equipment is still projected at beyond the stated 60 day delivery timeframe. Can an exception be noted in the quotation (naming specific items and OEM delivery dates) as long as the overall schedule is not impacted?

Answer: Yes. If known what the delivery schedule for the equipment will be, please note in quote.

17. Should non-listed, but recommended items be noted as “optional” in the quotation?

This may include items such as a dehydrator and patch or divider panels.

Answer: Yes

18. What system documentation is required for project completion? IE: System drawings, Cable run list, Block and Level, Antenna pattern tests, etc

Answer: System drawings, Cable run list, Block and Level, Antenna pattern tests, documentation needed for project completion.

19. Please confirm no permits are required for the construction of the foundation; and if any are, they will be furnished by the Gov’t

Answer: The Antenna site has been approved for a specific number of antennas which this fall into

20. Will a lift plan be required for the antenna installation?

Answer: No lift plan required

21. Will site access be available 6am to 7pm? 7 days a week?

Answer: Site will be accessible Monday thru Saturday from 6am til 6pm

22. Will crew be escorted to/from site or will we be given gate pass?

Answer: Crew will be given temporary base passes for the duration of the project

23. What is the standard voltage of the existing racks? Is it single or three phase?

Answer: The racks are single phase

24. Is there an existing M&C S/W package being used and if so, what product?

Answer: There is no existing system in place

25. Please define the term “NMR V 030/040/030” as used in the requirements for the Pol Motor support for CLIN 0001 and 0002.

Answer: NMR V is the brand for the worm gear reducers for the motor. This or something equivalent will be acceptable

26. Please define the term “CGC” as used for the 1:2 system and dual run for CLIN 0002.

Answer: CGC stands for Complimentary Ground Component
