RESPONSE TO QUESTIONS

1. What is the exact power requirement in watts for the Ku-Band 1:2 RF Package?

Answer: 200W

2. Will the delivery location for CLINs 0001, 0002 and 0003 at the DMA's Antenna Facility at Ft. Meade?

Answer: All deliveries will be at the antenna site referenced on line item 0004

3. What is the expectation of delivery?

Answer: 60 days after award. See solicitation.

4. What is the expectation of completion date?

Answer: Please see page 16 of solicitation HQ0516-18-R-0014.

5. Will there be a CLIN to provide for a site survey for the civil works and specific locations?

Answer: No.

6. What is the specification on the RF TX SSPA's? Is there a defined power that you require?

Answer: Redundant 200w SSPA

7. What is the existing 3.7m Ku-Band ASC Signal Antenna: specific model number?

Answer: The model # ANDREW ES37MPJK pedestal mount

8. Is it the 3.7m antenna you want to upgrade described on CLIN 0004?

If so, according to the manufacture it will be much more expensive to upgrade this to fully motorized then to just purchase a brand new fully motorized antenna.

Answer: If it cheaper to replace than upgrade that’s fine just state that in the quote as we are not opposed to that proposal if cheaper.

9. Can we bid other antenna manufacturer as an option?

Answer: There is no brand name requirement, however, the type of satellite dish must be Cassegrain.

10. Please provide specifications for this item under CLIN 2, power saturated or linear, solid state or TWT, Freq range assume 13.75-14.5 GHZ.

Answer: Ku-Band RF Package: Outdoor 1:2 System consisting of 3 amplifiers, two gauged waveguide switches, high power dummy load, forward/reverse couplers on waveguide switch outputs, forward coupler on high power dummy load switch port waveguide/co-ax interconnect, mounting unistrut frame. Linear, solid state, Frequency range for TX 13.75-14.50 GHz for RX 10.70-12.75 GHz.

11. Is there any G/T and EIRP Specifications?

Answer: Not to exceed the FCC Regulations.

12. Are any security clearances to go to site?

Answer: No security clearance required to visit site, only valid ID’s required.

13. Where are Ku band HPAs located? How far from the antenna? Is there a building or a shelter to install the HPAs or shall we build a frame with rain shield at the base of the antenna to mount the HPAs?

Answer: There is a shelter to house the equipment in. Depending on the Antenna the longest run to the shelter is no more than 1000’.

14. Does the contractor build the antenna foundations and install the conduit from the building to the antennas?

Answer: The contractor is responsible for the antenna foundation and conduit to the conduit boxes. There are conduit boxes that have the conduit ran to the building (each site has a box for power and a box for control).

15. Should we bid a tracking receiver for the 7.3 meter antenna?

Answer: Do not need a tracking receiver as we will move when needed.

16. Should we bid uplink power control for the 7.3 meter?

Answer: Yes that should be included.

17. Will the government provide an electrician to run the AC power?

Answer: Once the power cables are ran to the building the electricians on staff will connect to the circuit box for power. (we will need the power requirement prior to install to ensure the proper breakers are on hand)

18. Is there a dock to off load the antennas?

Answer: No not at the satellite facility.

19. It is not clear whether the selected vendor is providing the civil works for the foundations and cable conveyance (conduits/cable tray) or if DMA is providing them. We understand that DMA are asking for the foundation hardware and grounding kits.

Answer: The contractor will be responsible for the foundation and the contractor shall install all necessary cabling from the dish to the pull boxes and from the pull boxes to the associated equipment racks in the main antenna building through the existing conduit.

20. Assuming that DMA is providing the foundation, can we also assume they will be providing any utilities needed? AC Power to the foundation area for drive systems, de-ice and antenna utility use?

Answer: See response to question #1

21. For the 7.3m RF system, will DMA identify a desired amplifier size and/or model number?

Do you have a EIRP requirement for their expected traffic?

Answer: 200W – Per FCC regulations

22. Regarding the 3.7m upgrade, is the existing ASC mount motorizable? Photos would be most appreciated.

Answer: No the existing dish is not motorized - Photos of dish are attached

23. There is no mention of the Governments expectations for testing the new systems. With new antennas and associated electronics we would expect both unit and system tests to be performed. We would like to understand what DMA expects for testing and performance to accept the system post installation.

Answer: For uplink dishes, a good test would consist of being able to successfully transmit a HD video signal. For Downlink dishes, a good test would consist of being able to successfully downlink a HD video signal For all steerable dishes, a good test would consist of being able to acquire all satellites in the orbital slots requested by the customer. For all heater systems, a good test would consist of heaters being turned on when sensor detects moisture and when temperature drops below 34 degrees

24. The proposed delivery of CLINs 1 and 2 is 30 days after the date of the contract. This is unrealistic as most of the equipment on the list is typically 6-8 week deliver items and possibly longer. The timeframe for installation (180 days) is sufficient. Will Government relax the delivery date from 30 days provided we adhere to the 180 day completion timeline?

Answer: Delivery date will be changed to reflect 60 days.

25. For the RANGER Neo which one of these three options are required?-RANGER Neo Lite

ATSC, Multifunction TV & Satellite Analyser-RANGER Neo +ATSC, Advanced Multifunction TV & Satellite Analyser-RANGER Neo 2ATSC, Professional TV & Satellite Analyzer

Answer: RANGER Neo Lite ATSC, Multifunction TV & Satellite Analyser

26. For the SED Decimator D3 should it be configured with 4 ports active or all 8 ports active?

What type and impedience Input and Output connectors are required? F-type, BNC or SMA? 50 Ohm or 75 Ohm?

Answer: 8 ports active – 75 Ohm

27. What extent of civil works is required by the bidder? (pour pad, trench, conduit, etc?)

Answer: ALL

28. Where is the power source/IFL termination location?

Answer: On the satellite main building

29. Is the expectation for the vendor to make building entry penetrations?

Answer: No

30. Is the government providing an electrical disconnect switch on the side of the building?

Answer: The government will provide circuit breakers in the main power boxes with the necessary amperage once contract finalized

31. Are permits required?

Answer: No

32. Please provide a site drawing – Answer: Please see solicitation attachment

33. Should the civil works, once defined, be included in CLINs 1 & 2 or under CLIN 3?

Answer: Civil works would fall under the installation CLIN.

34. Please clarify what cabling is required in CLIN 3 beyond the specified LMR-400?

Answer: That would depend on the equipment that is awarded in the contract. The contractor is required to have the proper cabling for a complete installation fully optional antenna

35. Are racks available or should the vendor provide them?

Answer: Rack space will be provided in the main shelter

36. Who installs the equipment in the rack(s)?

Answer: Contractor

37. What power is available at the racks? (Volts/Amps) Answer:Standard volts and amps

38. CLIN 4 questions: (3.7m Upgrade) Is there an existing P/N for the 3.7m upgrade kit?

Answer: It’s a Andrew 3.7 dish pictures where provided

39. Is the antenna configured for this "bolt-on" option or does the pedestal need to be replaced?

Answer: Provided picture for the contractor to determine additionally the site visit would solidify all findings

40. Please clarify the requirements for this upgrade. The RFP lists a 2-port Ku-Band feed and cross-over axis kit.

Answer: That is what is existing, needs to be the same just steerable and operational

41. What IFL/control/power cabling needs to be replaced?

Answer: That would be determined via pictures or site visit.

42. Are new LNBs/HPA/SSPA, BUCs required? If so, what is the required EIRP?

Answer: That would be determined via pictures or site visit.

43. Will information from the site survey be distributed to all bidders? Such as drawings, bidders list, etc?

Answer: There will be no questions and answers during the site visit. The antenna site map is posted on the FBO notice as an attachment. The list of attendees of the site visit will be posted.

44. Are you considering changing the proposal due date at all?

Answer: The due date will be changed to May 15, 2018 at 11:00am with all additional questions after the site visit due May 9, 2018 at 3:00pm.

45. Can you please Clarify that the DFARS 252.211-7003 about item Identification is for contractual reference and that UID numbers don’t have to be provided for the pricing stage.

Answer: This information will be required at the time of award, not at solicitation.
