Attn: XXXXXXXXXX (XXXXXXX)

b. Contracting Activity

2. NATURE OR DESCRIPITON OF THE ACTION:

The purpose of this document is to obtain approval for a Items Peculiar to One Manufacturer (Brand Name) acquisition in accordance with FAR 16.505(b)(2)(ii)(B). Competition is limited to the following brand name products: EMC Documentum.

The procurement strategy is to issue a request for information (RFI) on the NASA Solution for Enterprise-

Wide Procurement (SEWP), and the fair opportunity procedures set up by the SEWP will be followed.

According to those procedures, a RFI with a brand name requirement must include a justification and approval and be submitted to NASA SEWP Contract Groups. The order at issue includes a brand name requirement. Therefore, the below justification and approval will be included with the RFI, which will be submitted to all SEWP Contract Groups. RFI responses may then be reviewed by DFAS Contract

Services Directorate for issue of an official Request For Quote (RFQ) and subsequent award of a contract.

3. DESCRIPTION OF SUPPLIES/SERVICE:

This request is for the acquisition of maintenance for the software application (Documentum) that runs in conjunction with other lXXXXXXXXXXX for the DFAS XXXXXXXXXXX. DFAS currently owns XX

XXXXXX. DFAS has invested XXXXX of XXXXX in the XXXXXX that is currently being used as the single solution for its employees to store and access data.

Additional applications have been integrated into the XXXXX for daily use to ensure compliance with regulatory requirements for accomplishing military payroll, workflows for processing payments and projects and documents management. The DFAS XXXXX is the XXXXXX for data warehousing and management of DFAS documents, data, and projects.

This brand name justification is submitted for approval for the proposed issuance of an RFQ on NASA

SEWP for authorized dealers of EMC Documentum to provide fair opportunity to all SEWP holders.

Additional software has been bundled into the ePortal for the publishing and content management of documents. EMC Documentum and Publisher have been integrated into the Oracle portal software applications. EMC’s software is used by DFAS employees to maintain and control versions of published documents for quick accessing through search queries.

The following table identifies the required EMC Documentum items:

The estimated cost for this requirement, including XXXXXXXXXXXXXXXXXXXXXXX, including

Enhanced Support and Extended Support, as applicable for versions 6.6, 6.7x. and 7.x.

4. Identification of the exception to fair opportunity (see 16.505(b)(2)) and the supporting rationale, including a demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the exception cited. If the contracting officer uses the logical follow-on exception, the rationale shall describe why the relationship between the initial order and the follow-on is logical.

The purpose of this Justification is to obtain approval to proceed with a limited source acquisition of a brand name product, EMC Maintenance Renewal Support. Compatibility with existing software/Hardware environment – The DFAS XXXXX has integrated EMC Documentum and XXXXXXX applications into the XXXXXXXl software. These applications are used by employees for accomplishing their day-to-day mission. The hardware and architecture design of the XXXXXX were all tailored and designed around the software application. It would not be feasible to purchase new software without first analyzing the impact on the current hardware, as this has not been done. An analysis was done at the same time as the analysis of the software to procure for the XXXXXX; and the determination was made to purchase new compatible hardware to support the software. DFAS made the decision to invest in the purchase of a new hardware architecture to support the XXXXXXX for a later return on investment.

This brand name justification is submitted for approval for the proposed issuance of an RFI on NASA

SEWP for authorized dealers of EMC Documentum to provide fair opportunity to all SEWP holders. RFI responses may then be reviewed by DFAS Contract Services Directorate for issue of an official Request

For Quote (RFQ) and subsequent award of a contract.

5. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.

In determining a fair and reasonable price, the Contracting Officer will evaluate a more detailed breakdown from a formal Independent Government Cost Estimate (IGCE). Based on an RFI issued against the SEWP IDIQ vehicle, it is anticipated the pricing will be fair and reasonable, as determined under the terms and conditions of the RFI to be submitted to all SEWP contract holders. Additionally, price comparisons will also be accomplished from as many other sources as possible, including commercially as well as any Government-Wide Acquisition Contracts (GWAC) and the GSA Federal

Supply Schedules. RFI responses may then be reviewed by DFAS Contract Services Directorate for issue of an official Request For Quote (RFQ) and subsequent award of a contract.

These items are available from multiple Value Added Resellers on the NASA SEWP schedule. Based on market research, it is anticipated that SEWP pricing will be lower than open market pricing.

6. Any other facts supporting the justification.

Nothing to add to this section that has not already been articulated within this justification document.

7. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the exception to fair opportunity before any subsequent acquisition for the supplies or services is made.

Market research was conducted for the purpose of seeking as many potential sources as possible.

Although EMC is the sole manufacturer and provider of their software components, there are multiple vendors authorized to maintain the software available on NASA SEWP. An RFI will be posted on

NASA SEWP, utilizing the RFI tool. Competition will be sought among authorized vendors for the best possible pricing. RFI responses may then be reviewed by DFAS Contract Services Directorate for issue of an official Request For Quote (RFQ) and subsequent award of a contract. The following sources were contacted for pricing and availability information:

XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX

XXXXXXXXXXXXXXXXXXXXXXXXXXX

XXXXXXXXXXXXXXXXXXXXXXXXXXXX

XXXXXXXXXXXXXXXXXXXXXXXXXXXXXX

A Request for Information (RFI) will be issued through NASA SEWP under Groups B and C Contract

Holders under NAICS code 541519 in accordance with NASA SEWPs Fair Opportunity Procedures.

RFI responses may then be reviewed by DFAS Contract Services Directorate for issue of an official

Request For Quote (RFQ) and subsequent award of a contract.

8. The contracting officer’s certification that the justification is accurate and complete to the best of the contracting officer’s knowledge and belief.

9. Evidence that any supporting data that is the responsibility of technical or requirements personnel (e.g., verifying the Government’s minimum needs or requirements or other rationale for an exception to fair opportunity) and which form a basis for the justification have been certified as complete and accurate by the technical or requirements personnel.
