Responses to questions from

RFP# HQ0423-12-R-0002

Amendment 4

Overseas Military Banking Program

June 8, 2012

Question 1, RFP page 148, Section I:

Q: There are inserted clauses in the RFP that only become applicable when specific contract cost thresholds are reached. Please define how we should calculate the proposed contract cost for this purpose.

Upon receiving further clarification, this question is revised as follows:

While there are multiple clauses that have dollar thresholds for application, only one is of concern, L-3.c. We need to understand the government's basis for valuing the contract in order to identify qualified subcontractors.

A: RFP section L-3c deals with past performance. After completing your proposal, if any proposed subcontractor(s) will perform more than 10% of your proposed cost/price per year, you are required to submit past performance information for those subcontractor(s).

Question 2, RFP page 331, Section L-1.b (1):

Q: May cost schedules and other supporting data tables furnished in the Cost/Price proposal have left and right hand margins of one-half inch (1/2”) when printed in landscape format to facilitate legibility? Please acknowledge that Excel spreadsheets constructed in 10pt or larger font may appear smaller when printed to fit on space provided.

A: Yes, cost schedules and other supporting data tables furnished in the Cost/Price proposal may have left and right-hand margins of one-half inch (1/2") when printed in landscape format. The display of material when printed must remain at 10pt and fonts used shall be legible in order to be evaluated.

Question 3, RFP page 334, Section L-4.b (3):

Q: In the following statement out of the RFP, Offerors shall identify all known first-tier subcontractors with anticipated subcontracts of $10 million or more, please clarify whether referenced amount is annual or cumulative over the proposed contract term.

A: The referenced amount of “$10 million or more” is an annual amount.
