Solicitation Number: HQ0287627360677000. Extensible Markup Language (XML) Data– Science and Technical (S&T) Literature, Journal Citations & Patent Data
Questions and Answers as of 28 October 2016 at 1037 Eastern Time
Q1: The vendor is trying to understand if the Government is giving us a feed to host or the task is to create the feed, and if so from what?
A1: Yes, the vendor will be responsible for creating the XML feed.
The vendor is being asked to provide the Department of Defense (DoD) organized and structured scientific and technology text based data representing the past 20 years of relevant journals, conference proceedings, books, research data, and patents. This data should represent the most comprehensive and disambiguated meta data sets available that supports the DoD's ability to understand the impact of academia and commercial research development's influence on the development of critically emerging technologies. The amount of data requested should exceed 90 million unique records organized into common ontologies and structure based on the various types of data provided. The vendor is asked to provide this data to the DoD in the form of an XML data feed that remains up to date with new information and publications as they emerge and is periodically refreshed. The DoD also requests the ability of the vendor to adjust the makeup of the data provided to the DoD via the XML feed based on new or desired data sources (e.g. the Russian Science Citation Index https://en.wikipedia.org/wiki/Russian_Science_Citation_Index)
Q2: Will the source data come in as Microsoft Word or other formats?
A2: The government will not be providing source data. The government is requesting the vendor to provide source data. It is this source data that is the primary item being requested by the government in the form of an XML feed.
Q3: Where are the multiple databases located?
A3: The vendor is being requested to provide all source data necessary to support this requirement. The location of these databases is up to the vendor but must be made accessible to the Government through a single XML data feed.
Q4: Are you looking for an existing tool?
A4: The Government is not requesting information about tools but rather source data that is organized, disambiguated, structured with an ontology and suitable for supporting strategic analysis applications to identify and characterize the global technology landscape.
Q5: Are you asking for costs or just information about the solution?
A5: The government is interested in understanding the nature of available data solutions and the annual costs associated with maintaining an active connection to these data sets via an XML feed.
