Question:
The vendor is trying to understand if the Government is giving us a feed to host or the task is to create the feed, and if so from what?
Answer:
Yes, the vendor will be responsible for creating the XML feed.
The vendor is being asked to provide the Department of Defense (DoD) organized and structured scientific and technology text based data representing the past 20 years of relevant journals, conference proceedings, books, research data, and patents. This data should represent the most comprehensive and disambiguated meta data sets available that supports the DoD's ability to understand the impact of academia and commercial research development's influence on the development of critically emerging technologies. The amount of data requested should exceed 90 million unique records organized into common ontologies and structure based on the various types of data provided. The vendor is asked to provide this data to the DoD in the form of an XML data feed that remains up to date with new information and publications as they emerge and is periodically refreshed. The DoD also requests the ability of the vendor to adjust the makeup of the data provided to the DoD via the XML feed based on new or desired data sources (e.g. the Russian Science Citation Index https://en.wikipedia.org/wiki/Russian_Science_Citation_Index)
Update #1 ·
Requirement Overview
The Office of Net Technical Assessments (ONTA) performs the critical mission of identifying and assessing emerging technologies with defense implications for the ASD(R&E) community. The Government requires research literature data and analytical tools to carry out this critical mission. ONTA requires the most comprehensive and disambiguated meta data sets within academic Science & Technology (S&T) literature and citations, as well as, private sector patent data. The described data will enable ONTA analysts to cohesively understand the impact of academia and commercial research development's influence on the development of critically emerging technologies from a Defense perspective. ONTA requires the data requested to populate their TechSight platform to fully carry out its horizon scanning and technical assessment missions.
Period of Performance
One year from contract award with option for 4 years.
Scope
The commercial data provider will provide access to an XML Data Feed with a 20 Year Back file for Journals, Conference Proceedings, Books, Research Data, and Patents. This data feed should provide the capability for comprehensive citation searches that reference cross-disciplinary research to enable complex analysis of specialized sub-fields within a scientific discipline. The data feed should represent over 90 Million disambiguated and cleaned records from multiple databases that leverage a common ontology for organization and structure) based on the following technical requirements:
1. XML Data Feed with a 20 Year Back file for Journals, Conference Proceedings, Books, Research Data, and Patents.
2. The ability to host this data on a DoD cloud-based architecture (CBA). This CBA will be behind a firewall that has controlled access to the data.
3. Allow access for up to 50 concurrent Department of Defense users.
4. Will have the ability to augment the mix of supporting databases within the XML data-feeds based on the availability of new data sets such as the Russian Science Citation Index.
5. Training and support be made available only as required via email or phone.
Milestones & Deliverables.
2 weeks post award - provision of login credentials valid for one year.
Provide on call technical support during the initial integration of the XML with the ONTA TechSight platform.
