About this file

This document is a Questions and Answers (Q&A) addendum for Request for Quote (RFQ) HQ022025, issued by the Washington State Department of Transportation (WSDOT) for 2025 PCC System Materials - Rail & OTM on March 31, 2025. The Q&A document addresses 11 specific inquiries from potential vendors regarding technical specifications for railroad materials, including clarifications on rail anchors, frogs, joint bars, tie plates, switch stands, and manufacturing origins. Key responses include acceptance of Industrial Quality Rail, confirmation of acceptable frog and joint bar types, specification of tie plate dimensions, and ruling out the use of relay tie plates.

The Q&A document demonstrates WSDOT's flexibility in procurement by allowing products manufactured outside the USA and accepting standard AREMA (American Railway Engineering and Maintenance-of-Way Association) specifications when precise field measurements are challenging or nonstandard. The responses indicate that while the original specifications were precise, the department is open to standard industry configurations to ensure competitive bidding and meet project requirements. This approach suggests a pragmatic procurement strategy that balances specific project needs with practical manufacturing realities, ultimately aimed at securing appropriate railroad materials for the PCC Rail System in eastern Washington.

Question

No.

RFQ

Section or Exhibit

Inquiry Response

1 “Are the rail anchors on Line Item 3, page 15 of 22, for 9030 90-Lb RB rail or 9030 90-Lb GN rail?”

Rail Anchors should be quoted as 90 RB.

2 “The frog length on line item 5, page 15 of 22, requests a 115RE 9’9”, which is typically an SMSG frog, is that correct?

Asking because the specs say the frogs should be RBMs, not SMSG.”

The 1 EA Frog with these specific dimensions should be quoted as SMSG.

3 “It also appears the heel & toe spread are incorrect, are standard AREMA dimensions acceptable?”

The Heel and Toe Spread are actual measurements taken from the field if these dimensions are unavailable, standard AREMA dimensions will be accepted.

4 “There appears to be a typo in the rail spec regarding drilling. It says 3 x 6 x 6 and it should read 3-1/2 x 6 x 6. Please confirm.”

This is correct hole punch should be 3-1/2x6x6”.

5 “The rail spec allows Industrial Quality Rail but then goes on to say the rail must meet chemical composition and surface hardness requirements per AREMA. Industrial Quality rail has been ultrasonically tested to ensure no internal defects, buy may have some slight deviations from AREMA chemical and hardness specs. Please confirm that Industrial Quality Rail is acceptable.”

Yes, Industrial Quality Rail is acceptable.

6 “The joint bar spec says that bars shall be “non-headfree”. The head free bar is the more modern style joint bar. Please confirm that either head contact joint bars or head free joint bars are acceptable.”

Yes, “Head Free” joint bars are acceptable. The spec was written for standard 115RE rail not 115RE “Head Free” rail.

7 “Are products manufactured outside the USA acceptable?”

Yes.

8 “Line item 3 on page 19 of 22 calls out 11” tie plates but the tie plate spec.

requests plan 7 tie plates. A plan 7 tie plate is 13” long. Are 11” plates acceptable?”

11” Plates are not acceptable, Plates should be quoted as a typical plan 7.

9 “A “relay” tie plate is a good used tie plate suitable for re-use in track. A tie plate receives very little wear in use so a good relay tie plate is just as good as a new one, and a lot less expensive. Will you accept relay tie plates?”

No, Relay tie plates are not acceptable.

10 “Switch Stand spec appears to have the wrong length for the connecting. A 6’ rod is the normal standard, but the spec. says 5’. Please confirm.”

The material request was for 5’ but 6’ length will be acceptable.

11 “The RBM frog lengths on line items 6 and 7 on page 15 of 22 ask for two different lengths of a #11 RBM Frog. Neither of these lengths are common. The old AREMA length was 18’8-1/2” and the new AREMA length is 21’2”. The toe and heel spreads given do not appear correct for a #11 frog. For example on line item 6, if you do the math with the length, toe and heel spread, it comes out as a #9 frog. We can cut a new #11 frog to a special length, but we can’t change the geometry. Please correct the toe and heel spreads or specify that standard AREMA frogs are acceptable.”

The measurements taken were directly from the frogs in the field. There is no correction to be made, standard AREMA frogs will be acceptable in this case. A No.9 Frog will be accepted for that specific RFQ on line item

6. Line item 7 can be quoted as a standard No. 11 AREMA frog.
