About this file

This document is Amendment No. 1 to Solicitation No. HQ022025 issued by the Washington State Department of Transportation's Rail, Freight and Ports Division in Olympia, WA. The amendment modifies the Request for Quotation (RFQ) language for the 2025 PCC System Materials - Rail & OTM procurement, specifically addressing the bidding requirements. The key change removes the previous language that stated failure to bid prices for all line items could result in bid rejection, and replaces it with more flexible language allowing vendors to bid on one or multiple materials without disqualification for being unable to supply all listed materials.

The amendment is effective immediately as of 04/02/2025 and does not require resubmission with proposals. Communications regarding the amendment should be directed to Procurement Coordinator Carolyn Simmonds at Rail@wsdot.wa.gov or 360.705.7992. All other terms, conditions, and specifications of the original solicitation remain unchanged, indicating this is a minor administrative adjustment to provide more vendor flexibility in the bidding process for the rail system materials procurement.
