Applied History Policy and Support Questions and Responses

Q1. What are the sources for the research to be done? Are they all classified? Are there unclassified sources as well? Non-governmental as well as governmental? That is to say, "open" sources or "closed"?

Response Q1 : Sources are to be unclassified and classified government documents as well as a variety of secondary sources, including books, newspapers, and journal articles.

Q2. Who is the audience for the research papers that will be created under this contract? Is the entire audience within OSD or is the audience broader, extending perhaps to individuals outside DoD, for example Department of State, etc.?

Response Q2: The audience varies but includes OSD or other DoD offices and components, scholarly community, and other USG national security entities.

Q3. It is mentioned in the solicitation that two researchers are being sought. Is it intended that they work together on publications, or separately?

Response Q3: The contractors are intended to be more than “researchers.” Research is only one component of being a historian. The contractors must be able to analyze and write coherent information papers, reference responses, and monographs. They will work separately most of the time, but are expected to assist each other on some projects.

Q4. What would the target number of research papers be per researcher? Or put another way, how many pages are sought per year per researcher? (Or if sought is too strong a word, how many pages would they OSD Historical Program typically see coming from a dedicated researcher?)

Response Q4: The materials to be generated by the contractors are not research papers in an academic or traditional sense. Rather, the applied historian contractors will collate documents, research at a variety of government and non-government repositories, and write a variety of information papers and short studies. It is difficult to provide a target number because that number is dependent upon what is requested by an OSD component. These are level of effort contracts and the individuals are expected to work 40 hours a week.

Q5. Can you provide a copy of the OSD Historical Office Style Guide?

Response Q5: The style guide pertains primarily to OSD Historical Office manuscripts and not to the types of studies to be generated within the applied history program of the office. Therefore, supplying the style guide is not necessary, certainly not until the contractor is on board.

Potential contractors should be familiar with Chicago Manual of Style.

Q6. Are there any unclassified sample papers from the OSD Historical Office which could serve as an example of the type of works being sought which could be shared with potential offerors?

Or if not from the OSD Historical Office, can you suggest a paper produced outside this office already in a journal which might serve as an illustrative example of the level and quality of scholarship being sought?

Response Q6: The highest level and quality of scholarship are expected, since this work informs policy makers and helps capture the record of DoD for posterity. A sample information paper is attached, Attachment C.

Q7. Will either or both of these two researchers be involved in lecturing, teaching, conferences, symposia, etc. as part of their duties in addition to organizing the DoD History Speaker Series?

Response Q7: Speaking commitments or presentations are possible though not expected or likely.

The contractors are primarily to research, write, and liaison with other history programs and DoD organizations.

Q8. Are there incumbent(s) for this contract? If so, what is the name of the contract or individuals? What are the contract numbers and award values?

Response Q8: A similar service was obtained by contract. The applied history/staff support program in which the contractors will work currently has a combination of civil servant and contract historians.

Q9. If quotes are to be only in a Microsoft Word Format, how are graduate school transcripts to be submitted? In a Microsoft Word Format? Or is PDF acceptable?

Response Q9: PDF is acceptable for transcripts

Q10. I am a Ph.D. candidate specializing in military history and plan to complete my degree requirements by October 2012; however, because I do not presently hold a Ph.D., I am writing to ask whether having the Ph.D. already in hand is a strict requirement for applying for the position.

Response Q10: Offerors must presently hold a PhD.

Q11. Is a DUNS number required?

Response Q11: Yes, a Data Universal Numbering System (DUNS) number is required. A DUNS number may be requested online: http://fedgov.dnb.com/webform

Q12. Contractors must be actively registered with the System for Award Management, (SAM) at http://www.sam.gov.

http://fedgov.dnb.com/webform http://www.sam.gov/

Response Q12: Yes, SAM registration is required. Contractors must have a Commercial and Government Entity Code (CAGE), North American Industry Classification System (NAICS) code, and complete Representations and Certifications. Phone assistance: 1-866-606-8220.
