Dear Sir/Madam:

The Missile Defense Agency (MDA) thanks you for your interest in the Radar Test Contract (RTC). This effort will be in accordance with the RTC Statement of Work (SOW) (RFP Section J Attachment J-01). The applicable North American Industry Classification System (NAICS) Code has been changed from 334511 (as stated in the reference documents) to 541330. The Government intends to award this contract to a single awardee on a competitive basis. Please note that an award of this contract is subject to availability of funds.

The proposed contract structure includes Cost-Plus-Incentive-Fee (CPIF), Cost-Plus-Fixed-Fee (CPFF), and Cost Contract Line Item Numbers (CLINs).

Offerors’ Library

An Offerors’ Library has been established and contains classified and unclassified data to include Section J attachments, Section L, and Section M. The RTC Offerors’ Library unclassified contents are listed in the table below:

Respondents shall follow the instructions below to gain access to the library or CD:

1. Request access to the library via email to RadarTestContract@mda.mil.

2. Government receives request for access to the library and emails the Access Agreement/Request Form to the interested Respondent.

3. Respondent completes and returns the Access Agreement/Request Form via email to RadarTestContract@mda.mil.

4. Government verifies Respondent Personnel and Facility Clearance listed on the Access Agreement/Request Form.

5. RFI Respondents notified from Government when access is approved.

The Offerors’ Library will be used throughout the acquisition process. Offerors will be notified of any updates to the Library. Access to the Offerors’ Library may be obtained by submitting an email request to RadarTestContract@mda.mil. The subject line shall state “HQ0147-16-R-0051- DRFP Offerors’ Library.” Access will be restricted to companies who have been cleared by MDA Contracting and Security Officials.

Companies requesting access to the Offeror’s Library via CD/DVD must comply with the handling and destruction requirements documented on the request form. Offerors can request expedited shipping. The physical Offeror’s Library at MDA HQ located in Huntsville, AL will be by appointment only and is restricted to organizations not qualified to store classified data and whose personnel are cleared by MDA Contracting and Security Officials via the DD-254 process.

Up to three weeks may be required to obtain access to the library data; it is imperative to submit the request as soon as possible. Throughout the acquisition process, documents will be made available through the Offerors’ Library.

Offerors are encouraged to submit comments/questions to the DRFP early. Final comments/questions must be submitted by 1600 (CDT) on December 11, 2016. Unclassified questions/answers will be provided via e-mail to all respondents. Classified questions/answers will be delivered via classified CD/DVD to respondents with access to the Offerors’ Library.

The Government is interested in any questions, comments, or concerns that potential offerors may have regarding this DRFP and the requirements contained herein. Unclassified questions shall be submitted to the following e-mail address: RadarTestContract@mda.mil. Subject line shall state “SN HQ0147-16-R-0051-DRFP Unclassified Questions.” Classified questions shall be submitted on a CD/DVD to:

DD-254

The RTC DD-254 is valid only for this DRFP. MDA classified information is only released to the contractor for submission preparation purposes following verification of the contractor's facility clearance and safeguarding. The DD-254 shall act as security guidance for the safeguarding of RTC related classified information at the contractor facility. The Defense Security Service maintains security cognizance of classified information stored at a contractor facility. However, the following stipulations apply:

a. In Accordance With (IAW) National Industrial Security Program Operations Manual (NISPOM) Paragraphs 5-200 and 5-600, contractors shall ensure full written accounting and control over all MDA classified information provided to the contractor by MDA or created as copies by the contractor.

b. IAW NISPOM Paragraphs 5-501 and 5-502, distribution of MDA classified information shall only be made to those cleared contractor personnel working on the contractor's response to the request for information, unless otherwise authorized by the Program Manager (PM).

c. IAW NISPOM Paragraph 5-509, for purposes of this submission request, further distribution of MDA classified information shall only be authorized by the MDA PM overseeing this request for information.

d. IAW NISPOM Paragraphs 5-702, 5-703, and 5-704, all classified information provided for use in submission preparation shall be returned to MDA or destroyed.

Requested Information

a. This DRFP is published for informational purposes only. It does not constitute a solicitation or request for proposal and shall not be construed as a commitment by the Government. Any response will be treated as information only and shall not be used as a proposal. Replies will be separated from, and have no bearing on, evaluation of proposals submitted in response to any future formal Request for Proposal. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. MDA does not intend to pay for the information solicited and will not reimburse any costs associated with responding to this DRFP.

b. Proprietary information is neither sought nor desired by MDA. If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit).

Respondents are responsible for adequately marking propriety information contained in their response.

Non-Government Personnel

The Government intends to use third party, non-Government (.i.e. contractor) support personnel as subject matter experts in the review of responses received, including the review of any marked or unmarked proprietary information provided. Appropriate non-disclosure agreements will be executed between the third party, non-Government support personnel and the Government. A submission of a response to this DRFP constitutes the Respondent’s acknowledgement and agreement that the information provided in the response, including any marked or unmarked proprietary or source selection information, may be disclosed to these third party, non-Government support personnel. Respondents have the option to not agree to share data with other than Government personnel. If this option is chosen, the Contracting Officer must be notified with two (2) days after receipt of this DRFP.

Industry Day

The Government intends to hold an Industry Day with potential Offerors on December 6, 2016.

Please email the PCO at RadarTestContract@mda.mil if you wish to attend. Subject line shall state “SN HQ0147-16-R-0051-IndustryDay.” Please provide the name of all attendees from your respective companies that will be attending.

A Visit Access Request (VAR) must be on file to attend Industry Day. VAR information can be sent via FAX at (256) 450-3222, JPAS at SMO Code DDAAUH, or emailed to MDAVisitorControlIncomingHSV@mda.mil. Please reference attachment 30 for access to MDA Facilities.

One-On-One sessions

The Government intends to hold one-on-one sessions at the Advanced Research Center (ARC) with potential Prime Offerors only on December 7th and 8th. Please email the PCO at RadarTestContract@mda.mil. Subject line shall state “SN HQ0147-16-R-0051-1on1sessions.”

Times will be scheduled on a first-come, first-serve basis. One-on-Ones are restricted to five attendees per company or team. Please provide the name of the five attendees from your respective companies that will be attending. A Visit Access Request (VAR) must be on file to attend the One-on-Ones. VAR information can be sent via FAX at (256) 964-5736 or JPAS at SMO Code 4U8256.

During the one-on-one session the Government is also interested in gaining Industry feedback on the DRFP, including but not limited to the draft Sections L and M; incentives with respect to cost share line, performance incentives and the profit/fee structure.

Note: It is the company’s responsibility to ensure each individual will have access into the ARC and VBIII. Please confirm that you have a visitor access request (VAR) on file as no one will be permitted into the ARC or VBIII without one.

Final RFP

The Final RFP release date will be determined based on factors which will include industry feedback on the DRFP. The Final RFP will request proposals to be valid for 210 days from the date of the submittal.

Organizational Conflict of Interest

Respondents must notify the Contracting Officer immediately of any known conflicts of interest.

If either the prime Offeror (or any of its proposed subcontractors) has performed, is currently performing (or in the process of proposing) an effort that appears to have a potential conflict with the upcoming RTC contract, regardless of whether there is an OCI clause or not, the prospective Prime contractor may submit a written application to the MDA Director of Contracting, Sensors, via email to the PCO at RTCRadar@mda.mil to obtain approval to participate in this acquisition.
