Dear Sir/Madam:
The Missile Defense Agency (MDA) releases the request for proposal (RFP) pursuant to a competitive acquisition for the Radar Test Contract (RTC). It is the Government’s intent to award to the offeror whose proposal is determined to provide the best overall value to MDA. The Government reserves the right to make no award. The Government will not reimburse offerors for proposal preparation costs. The applicable North American Industry Classification System (NAICS) Code is 541330.
The anticipated ordering period for the acquisition is five years (Nov 1, 2017 – Oct 31, 2022) with a one year option (Nov 1, 2022 – Oct 31, 2023). The minimum order for this effort is Task Order 0001 (Test) and Task Order 0002 (Modeling & Simulation). The proposed contract structure includes cost-plus-incentive-fee (CPIF), cost-plus-award-fee (CPAF) and cost contract line item numbers (CLINs).
RFP Attachments Interested Offerors shall follow the instructions below to receive the RFP attachments (01-34):
Request attachments via email to RadarTestContract@mda.mil. Provide the following information:
• Point of Contact
• E-mail address
• Telephone number
• Mailing Address
Once request has been received:
• Procuring Contracting Officer (PCO) will send interested offerors unclassified attachments via the AMRDEC Safe Access File Exchange.

• For classified attachments, a compact disc (CD) will be mailed to the interested offerors that previously completed a “RTC Information Library Access Agreement/Request Form 12” and were approved.
• Interested offerors that have not provided the “RTC Information Library Access Agreement/Request Form 12” to the PCO will need to request the form. Once the PCO receives the completed form, the Government will verify the offeror’s Personnel and Facility Clearance information listed on the Form. When access is approved, the PCO will notify Offerors and mail the CD. Offerors requesting a CD must comply with the handling and destruction requirements documented on the request form, and may request expedited shipping.

DD Form 254 The RTC DD Form 254 is valid only for this RFP. MDA classified information is only released to the contractor for submission preparation purposes following verification of the contractor's facility clearance and safeguarding. The DD Form 254 shall act as security guidance for the safeguarding of RTC related classified information at the contractor facility. The Defense Security Service maintains security cognizance of classified information stored at a contractor facility. However, the following stipulations apply:
a. In accordance with (IAW) National Industrial Security Program Operations Manual (NISPOM) Paragraphs 5-200 and 5-600, contractors shall ensure full written accounting and control over all MDA classified information provided to the contractor by MDA or created as copies by the contractor.
b. IAW NISPOM Paragraphs 5-501 and 5-502, distribution of MDA classified information shall only be made to those cleared contractor personnel working on the contractor's response to the request for information, unless otherwise authorized by the Program Manager (PM).
c. IAW NISPOM Paragraph 5-509, for purposes of this submission request, further distribution of MDA classified information shall only be authorized by the MDA PM overseeing this request for information.
d. IAW NISPOM Paragraphs 5-702, 5-703, and 5-704, all classified information provided for use in submission preparation shall be returned to MDA or destroyed.
Non-Government Personnel The Government intends to use third party, non-Government (i.e., contractor) support personnel as subject matter experts to review the responses received, including review of any marked or unmarked proprietary information that is received. Appropriate non-disclosure agreements will be executed between the third party, non-Government support personnel and the Government. A submission of a response to this RFP constitutes an offeror’s acknowledgement and agreement that the information provided in the response, including any marked or unmarked proprietary or source selection information, may be disclosed to these third-party, non-Government support personnel. An offeror may object to sharing its data with other than Government personnel provided it notifies the PCO within two days after issuance of the RFP.
Organizational Conflict of Interest (OCI) Respondents must notify the PCO immediately of any actual conflicts of interest. If either the prime offeror (or any of its proposed subcontractors) has performed, is currently performing, or is proposing for an effort that might create a potential conflict with the upcoming contract award, the prospective prime contractor may submit a written application to the MDA Director of Contracting, Sensors, via email to the PCO at RadarTestContract@mda.mil to obtain a preliminary OCI assessment for this acquisition.
Data Rights It is the Government’s desire to obtain government purpose rights at a minimum. If an offeror believes that data it will or may deliver during performance of this contract (includes, but is not limited to, technical data, computer software, and computer software documentation) will be provided with less than unlimited rights, then the offer submitted in response to this solicitation shall identify, to the extent known at the time an offer is submitted to the Government, the technical data or computer software that the Offeror, its subcontractors or suppliers, or potential subcontractors or suppliers, assert should be furnished to the Government with restrictions on use, release, or disclosure as required by DFARS clause 252.227-7017. If an Offeror does not provide this information with its submission, it thereby agrees to deliver with royalty-free unlimited rights all data required for a competitive Technical Data Package, regardless of the source of funding used to create such data.
Proposal The proposal must be received prior to 12:00 noon, Central time, June 15, 2017. Late submissions will not be accepted. Proposals are to be valid for 210 days from the date of the submittal. Reference Section L of this solicitation (Instructions to Offerors) for further information.
